Upon a votce vote, a11 voting age, the motion carried unanimousZy. ' Mr. Blaine Edmundson stated the petitioners would like to build a dwel- ling for the handicapped. They will be people that work at Rise, Inc. (8406 N.E. Sunset Road), and perhaps some at Onan's. They would need a place to live. An adult couple will operate the home and wi.11 see that the housekeeping is done. It is proposed to have six men and six women. They will have separate areas, divided by the day room, the dining room with the living room in the center. This is meant to be their home and is a new concept. There are three such homes operating ip Victoria, Minnesota and others around the state. Mr. Tollefson explained that he has lived in Anoka County since 1967. He has a retarded son. For fourteen years Mr. Tollefson has been actively work- ing for the mentally handicapped. There is an activity center equipped in , Anoka County, one in Fridley. There is Rise, Inc. in Spring Lake Park. This is a workshop for the handicapped where they can report to for employment. They can't get a job such as you and I, but they can for things they can do, under supervision. There is a Day Care Center near Rice Creek School. When these handicapped people become employed they, too, want to become self-inde- pendent, pursue human dignity and would like to get an apartment,_but cannot sustain themselves doing their own cooking.needing supervision in this as well as work. The result of this is that there is a need ior this kind of home. This project could prohably house twelve handicapped people -- it could be a mixed gxoup. There would be two to a bedroom. The home would be operated by an adult couple. They would be the caretakers and supervisors. These people do not drive a car so there would not be additional traffic. One of the reasons for starting up on Central Avenue is because there is a bus line there. Being handicapped, they do not tend to run around the neighborhood. Chairman Erickson asked what type of handicapped were they referring to. Mr. Tollefson answered they will be retarded but not retarded to such a degree that they are not able to perform at work. They are able to get on and off a bus by themselves. ' Mr. Tollefson continued that there were rules and regulations laid down by the State Department of Vocational Rehabilitation on August 30th for such a facility. These rules are in line with the State regulations. Anoka County Department of Welfare has three or four people they could put in a place as this right now. Chairman Erickson asked who would own the building. Mr. Tollefson answered it would be a non-profit corporation. It was not fully decided as to what route they could take, but no doubt it would be a private organization. Mr. Blaine Edmundson said that as a builder, he would be building it and have an interest in the property. At this point, Mr. Tollefson and himself would be the owners. , ._ ' - Au¢ust 9. 1972 R X. Chairman Erlckson asked the date of the request for the Special Use PeXmit. The date was November 1, 1971. Mr. $itzpatrick asked how many locations ihe City has for U-Haul xgintls. Mr. Clark said there is one that has been granted on Oaborne Road and East River Road which is not being uaed. Up until a month ago, theXe was a Ryder Truck Rental on Highway U65 nd 61st Avenue at the Texaco station. Thre used to be a U-Haul gk Sinclair. In other words, Mr. Fitzpatrick said, we do not have any trailer rentals in the City of Fridley only on the location where it is going now. hairman Erickaon asked what improvements did Mr. ,Tordan plan on making $ the station. Mr. .Tordan said that the way he understands it, Chere have been quite a few stations that have changed hands. The reason he wanted U-Haul was that the tentals amovnted to 25 of the gross profit. He thought a gas station and U-Haul go hand in hand with all the apartments in Fridley. I[ is tough to make jUSt a service station go. Mr.. Jordan continued that when the Edison Homes moved, h usad nipe trycks to move them to Florida. Mr. Chuck Beck from U-Haul said that the station on East River Road w3ch had been granted a permit for U-Hau1 changed operators and the new operator does not want U-Hauls. He did not know where you would draw the e if these Uses are granted for service stations. Mi. Clark said the service station at 39th Avenue and ESt River oad had camper rentals. Mr. Schmedeke concurred with Mr. Minish. The Commission did reject a tental on 39th Avenue and East Aiver Road because he requested a Special pse Fsrmit pr travel trailers. There are at least one or two other qmpanies bBSides U-Haul that rent these. If U-Haul is allowed, other companies will cpme in. Another thought is that the site is small, as it is an od service station site. He continued that the owner is here and he sympathized ahd would lik , CQ help him. The only thing going for him is that ha gtaion is not on a InBia thoroughfare. He would like to study this request a little more. ' Mr. Jordan said he would have four trailers and a truc that would be $ permanent truck for local use. They would be on the Nqrth ad West side o€ hQ atation and neither one visible from Central Avenue. ' Mr. Fitzpatrick said that he agreed with many of these objectons. The point is that U-Haul is leasing their business to a local man who payes the taxes in Fridley while U-Haul are benefitting. This was the way h felt abouk ic. Mr. Chuck Seck said he thoyght U-Haul was giving the sma11 business man a cance to make a liviag too. Representing the petition: Mrs. Marion Johnson and Mr. Dennis Collins. Mr. Schmedeke explained that the Plats & Subdivisions-Streets & Utilit#es Subcoimnittee met at 7:00 P.M. this evening. They approved the lot split. Tt}e frqnCage is to be on Able Street, a 12 foot sidewalk easement is to be given on the North. The members of the Subcoittee had walked thQ area. The person who contemplates building will set his house back 35 feet from Mississippi. There will be a tuck-under garage with access 25 or 30 feet back from Mississipi and access off Able Street. The rear yar would be 19 feet and there would ' be bout 20 feet 6etween ihe Eas[ side and East 1ot line. E. to Robert Louis Stevenson School. The necessary easements and permission to enter the property have been acquired for the north sidewalk area, and we feel that there would be no problem in constructing the sidewalk in that section as shown on the attached map. On the portion of the walkway between Rivers Edge Way and the school property, we have identified four possibilities in order of preference to the school. One of our staff inembers met with Mr. Ray Aabel and Mr. Schmaus, Principal of Stevenson School, to discuss these possibilities, and they are listed in the preference the sch'ools would like to have the walkways built starting from 1 through 4 on the attached p. The preferences are as follows: 1. Between 128 and 132 Rivers Edge Way. 2. Between 132 and 136 Rivers Edge Way. 3. Between 120 and 124 Rivers Edge Way. 4. Setween 108 and 112 Rivers Edge Way, , The problem with the above locations is that in all the possibilities put forth, there is one property owner bordering the walkway in each case who is opposed to the construction of a walkway. We have talked to a11 the property ' owners involved, and feel if the Council wishes to proceed with the construction of the walkway, they should do two things: 1. Designate the preferred route. ' 2. Authorize the City Attorney to begin condemnation proceedings to acquire the easement for the walkway. ' ' 1 ' Letters have gone out to the property owners to the south betv;een Rivers Edge Way and Stevenson School advising them [hat this item would be on the Agenda and inviting them to express their views regarding this proposal. Over the last three months the City's representatives have been working with different property owners along the Souh leg of Rivers Edge Way to get their permission to install the walkway. Basically all along this roadway property owners appreciate the wisdom of installing the walkway but they feel it should be installed on someone else's property rather than theirs. On August 17, 1972 we met again with the representatives of School District No. 14 to see what different alternatives for the locations of the walkway they would definitely want the City to conside=. Four locations were discussed with the School District representatives as shown on the attached map. We are making a report regarding this walkway to the City Council at their meeting of August 21, 1972 at 7:30 P.M, We encourage you and your wife to come before the Council at this time to express your views regarding the proposal.
