06/20/1972 BOE - 00017343� CONTINUATION OF THE ANNUAL EOARD OF EQUALIZATION MEETING OF JUNE 7, 1972 The annua7 Board of Equalization meeting was continued at 8:10 P M. June 20, 1972, at the Fridley City Hall. ATTENDANCE Present were Mr. Davis, City Manager; Mayor L�ebl; Councilmen Utter, Breider, and Middelstadt; Mr Herrmann, City Assessor, Mr Madsen, Deputy Assessor; Mr. Mulcahy, Appraiser; and Mr. Leone, Anoka County Chief Appraiser. No 1--MR. AND MRS. NORMAN HERZOG, 115 GLENCREEK ROAD (LOT 38, AUDITOR'S SUBDIVISION NO 77, PLAT N0. 54158, PARCEL NO 5520): Mr. Herrmann explained that he had spoken with Mrs Herzog informing her that the recommendation of the Assessor's department was that the land va7ue would be decreased by $1,080 to a new value of $8,240, because the cost of hooking up to sewer and water will be higher than normal, and the structure value be �ncreased by $1,080 to a new value of �24,760 as the determination upon re- evaluating was that the structure value was too low These changes do not reflect on the total 1972 market value which remains unchanged at $33,000. Mrs. Herzog appeared satisfied with this explaination. � MOTION by Councilman Utter to concur with the above described changes in land and structure values as recommended 6y the C�ty Assessor, leaving the total — market value unchanged at $33,000. DAVID LUBET, 5361 SIXTH STREET (LOTS 25 AND 26, BLOCK 16, HAMILTON'S ADDITIDN TO MECHANICSVILLE, PLAT N0. 56159, PARCELS 4820 AND 4830); 5371 SIXTH STREET (LOTS 27 and 28, BLDCK 16, HAMILTON'S ADDITION TO MECHANICSVILLE, PLAT NO 56159, PAP.CELS 4840 AND 4850) AN� 5381 SIXTH STREET LDTS 29 AND 30, BLOCK 16, HAMILTON'S ADDITION TO MECHANICSVILLE, PLAT ND. 56159, PARCEL 4565) The recommendation of the City Assessor was to leave the values unchanged on the properties located at 53E1 and 5381 Sixth Street, and reduce the structure value on 5371 Sixth Street by $600 due to the fact that th�s buildtng has a water problem which could be corrected with a few hundred dollars cost � Mayor Liebl stated that Mr. Lubet has had to make extensive repairs to these buildin9s and will be assessed for curb and street when put in and will be taxed accordingly at that time, so felt a$1,000 reductton on each of the three structures plus the $600 reduction in addition on 5371 Sixth Street would be fair. MOTION by Councilman Midde7stadt to concur in the recommendation of the County Assessor and allow a reduction of $234,380 in structure value, producing a new market value of $1,477,725. ENGELHARDT, 7120 RIVERVIEW TERRACE (LOT 7, BLOCK 2, RIVERWOOD MANOR AD�ITION, PLAT N0. 57595, PARCEL N0. 750): MOTION by Councilman Middelstadt to concur wrth the recommendation of the City Assessor that no change be made in market value Seconded by Councilman Utter Mr. Engelhardt stated that he agreed with some ra�se �n market va7ue but st�ll felt his 1972 valuat�on was too high, and he asked if he could still appeal to the County. Mr Leone answered that he could appeal to the County, but if they allowed a reduction on his property, they would have to add an equal amount to someone else's property Mr Claesgens, neighbor and relative of Mr Engelhardt, pointed out again the excessive cost both Mr. Engelhardt and he face when desiring to hook up to City sewer, and the fact that he feels neither his nor Mr Engelhardt's properties have received sufftctent depreciation. Mr. Herrmann explained that up to this time no credit has been allowed any properties in regard to market value when they do face the problem of excessive costs when hooking up to Clty sewer and water. The C1ty Assessor's department hopes to allow a credit to all propert�es with this problem beginning with the 1973 valuation. Mayor Lie61 made the suggestion that because Mr Engelhardt is a senior citizen and has retired on social security, that his valuation be lowered until his � property is connected to City sewer. He suggested a decrease of $2,380 in structure value. Councilman Middelstadt removed his motion and Councilman Utter removed his second. MOTION by Councilman Bretder to reduce the structure value on this property $2,380, producing a new market value of $29,000, due to the limited market for re-sale of this property because of the log style of th�s home and the extra cost of hooking up to City sewer. CLAESGENS, 7130 RIVERVIEW TERRACE (LOT 6, BLOCK 2, RIVERWOOD MRNOR ADDITION. PLAT N0. 57595. PARCEL 7001• MOTION by Councilman Middelstadt to reduce structure value on this property by $2,48�. After discussion among the counc�lmen, Counc�lman Middelstadt asked Mr. Claesgens how he felt about a$2,000 reduction, and he repl�ed that he would accept this reduction though he was not completely satisfied Councilman Middelstadt amended his motion to reduce structure value by $2,000, producing a new market value of $30,980 Seconded by Councilman Utter. Councilman Breider pointed out that this reduction is slightly less than that of Mr. Engelhardt due to the fact that Mr. Claesgen's home is of a conventional destgn as opposed to Mr. Engelhardt's log-type house structure Upon a voice � vote, all ayes, Mayor Liebl declared the motion carried unanimously N0. 16--MR. N0. 17--MARTHA NAUGH, 8101 RIVERVIEW TERRACE (LOTS 19-22, BLOCK U, RIVER VIEW HEIGHTS ADDITIDN, PLAT NO 57593, PARCEL N0. 484b): Councilman Middelstadt stated that he felt a market value of $20,340 was unrealistic for this property as there are many problems such as the rear stoop and porch sinking, part of her property being taken for dike purposes, and he feels in no way could she obtain thts price for her house. MOTION by Councilman M�ielstadt to give this property a new market value of $18,620, a decrease of $1,720. Seconded 6y Councilman Utter. After discussion among Counc�l members, Councilman Utter withdrew his second, and the motron died for lack of a second MOTION by Counctlman Breider to concur with the recommendation nf the City Assessor that no change be made in the market value as the purpose of this Board is to eq�lize property valuations Seconded by Councilman Utter. Seconded by Counci7man Breider Mr. vanDan stated that�he did not feel this was an adequate reduction and that a fair market value for his property was �19,000 He a7so questioned � the methods used 6y the City Assessor's department in appraising his home. Mayor Liebl questioned Mr. van�an as to maintenance cost on his ut�lities as he is not connected to City sewer and water, and he replied that he did incur considerable expense He a7so mentioned that in order to sell his home, he would have to connect wtth City sewer and water to meet FHA requirements Councilman Breider questioned if the followtng facts were correct in regard to Mr. vanDan's property--partially finished basement, fireplace, 1068 square feet and an attached singlegarage, and he answered that they were. Mr. Madsen invtted Mr vanDan to come to the Assessor's office, any time, to review the appraisal of his property to possibly clear up any doubts as to the method of appraisal. Mr Herrmann pointed out houses that were both lower and htgher �n va7ue in this particular block of homes, and quoted sal prices which were comparable with the value placed on Mr. van�an's property. Mr. Enderle stated that he d�d not concur completely with th�s reduction, but appreciated that the Assessor's department did make a complete inspection of his home, and he felt th�t the new market value was more equitable with other properties in his neighborhood. Mr. Leone of the County Assessor's Office stated that upon receiving this commun�cation, they re-evaluated this property and feel that the present market value is fair and equitable and they recommend no change. STREGE, 200 LOGAN PARKWAY (LOT 18 AND PART OF 19, BLOCK 1, OAK CREEK ADDITION, PLAT N0. 57092, PARCEL N0. 505): The City Assessor explatned that an apartment in the bas�ment has been completed, which was formerly taxed as a recreation room. If 1972 had been the year for phys�cal re-eva7uation, they would have recommended a raise in market va7ue, but in order to ma�ntain equality they will not add anything for this apartment use till the property is re-evaluated along with the rest of the neighbor hood. For this reason, no change in market value for 1972 is recommended MOTION by Councilinan Middelstadt to concur with the recommendation of the City Assessor that no change in market value be made. PLAT N0. 59233, PARCEL N0. 300): The City Assessor made a recommendation to reduce the structure value of this property $3,160 ba'sed on the fact that they have now 6een allowed to make a physical inspection of the property, producing a new market value of $34,920. MOTION by Councilman Breider to concur with the recommendation of the City Assessor to reduce the market value of this property to $34,920. Seconded by Councilman Utter. Upon a voice vote, all ayes, Mayor Liebl declared this motion carried unanimously. Mayor Liebl thanked the County Assessor's staff, the City Assessor's staff, and the secretaria7 help for their courtesy and prompt service, and felt that they should be commended in their manner of dealing with the appeals made to the Board of Equalization.
