RESOLUTION NO. 133 1973
A RESOLUTION ORDERING IMPROVEMENT, APPROVAL OF PLANS AND ORDERING
ADVERTISMENT FOR BIDS: WATER, SANITARY SEWER & STORM SEWER IMPROVEMENT
PROJECT 16114
WHEREAS, the following resolutions set the date for hearing on the
improvements, as specifically noted in the Notices of Hearing attached thereto
for reference as Exhibit "A ":

WHEREAS, all property owners whose property is liable to be assessed
with the making of the improvements (as noted in said notice) were given
ten (10) days notice by mail and published notice of the Council hearing
through two (2) weekly publications of the required notice, and the hearing
was held and the property owners heard thereon at the hearing, as noted in
said notice.
WHEREAS, the following Resolutions adopted by the City Council of
the City of Fridley ordered all of these improvements:

NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Fridley,
Anoka County, Minnesota as follows: '
1. That the following improvements proposed by Council Resolutions
X659 -1971, X678 -1971, #43 -1973 & #106 -1973 are hereby ordered to
be effected and completed as soon as reasonably possible, to -wit:
Water, Sanitary Sewer, Mains & Laterals & Service Connections,
Storm Sewer & Drainage Facilities & Related Appertenances; to
serve the following properties:
a) All that property bounded by Mississippi Street on the North,
Rice Creek Road on the South, Arthur Street on the West, &
the Municipal Boundaries on the East, also to consider the
adjoining affected properties for drainage facilities.
b) All that property bounded by 81st Avenue on the North, 79th
Avenue on the South, Main Street on the West and T.H. #47 on
the East.
c) McKinley Street between 75th Avenue and Lakeside Road.

That the work involved in said improvements as listed above shall
hereafter be designated as:
WATER, SANITARY SEWER & STORM SEWER IMPROVEMENT PROJECT x114
2. The plans and specifications prepared by the City Engineer &
Comstock & Davis, Cons.Engrs. for such improvements and each
of them, pursuant to the Council resolutions heretofore adopted,
a copy of which plans and specifications are hereto attached &
made a part hereof, are hereby approved and shall be filed with
the City Clerk.
3. The work to be performed under WATER, SANITARY SEWER & STORM
SEWER IMPROVEMENT PROJECT #114 shall be performed under one
contract.
The City Engineer shall accordingly prepare and cause to be inserted
in the offical newspaper advertisement for bids upon the making of such
improvements under such approved plans and specifications. The advertise-
ment shall be published for three (3) weeks (at least 21 days), and shall specify
the work to be done and will state that bids will be opened and considered at
11 :30 A.M., on the 19th day of November, 1973 in the Council Chambers
of the City Hall, and that no bids will be considered unless sealed and
filed with the City Engineer, and accompanied by a cash deposit, bid bond, or
certified check payable to the City for five per cent (5%) of the amount
of such bid. That the advertisement for bids for Water, Sanita y Sewer &
Storm Sewer Project #114 shall be substantially in form as that noted in
Exhibit "B" attached hereto for reference and made a part hereof.

ADVERTISEMENT FOR BIDS
SANITARY SEWER, WATER AND STORM SEWER IMPROVEMENT PROJECT NO. 114 BIDS CLOSE
NOVEMBER 19, 1973: FRIDLEY MINNESOTA
NOTICE TO CONTRACTORS -- Sealed bids will be received and publicaly opened by
the City of Fridley, Anoka County, Minnesota, at the office of the City Manager,
on the 19th Day of November, 1973, at 11:30 A.M., and will be considered by the
City Council of the City of Fridley at 7:30 P. M., on the 19th day of November,
1973, for the furnishing of work and materials for the installation of Sanitary
Sewer, Water, and Storm Sewer Improvement Project No. 114.
The project consists of the following:
4,000 L.F. 6" Watermain with related appurtenances
3,500 L.F. 8" Sanitary Sewer with related appurtenances
3,000 L.F. 15" to 66" Storm Sewer with related appurtenances
150 L.F. 54" CMP Culvert
45,000 C.Y. Muck and Common Excavation
All in accordance with plans and specifications prepared for the City of
Fridley, Minnesota, by Comstock & Davis, Inc., Consulting Engineers, 1446 County
Road "J ", Minneapolis, Minnesota 55432, Telephone 784 -9346.
Plans and specifications may be examined at the office of the City Manager
and copies may be obtained for the Contractor's individual use by applying to the
Engineers and depositing with the Engineers $25.00 for each set. The deposit
will be refunded to each bidder submitting a bonafide bid upon return of the
documents in good condition within ten (10) days from the date of opening bids,
and to non - bidders upon return of the documents in good condition prior to the
bid opening.
Bids must be made on the basis of cash payment for the work, and accompanied
by a cash deposit, certified check (on a responsible bank in the State of
Minnesota), or a bidder's bond and made payable without condition to the City
of Fridley, Minnesota in an amount of not less than 5% of the total amount of
the bid.
The City Council reserves the right to reject any and all bids and to waive
any informalities in any bids received without explanation.
No bid may be withdrawn for a period of thirty (30) days.
