RES 1973-15 - 0000803834 RESOLUTION NO. 15 -1973 A RESOLUTION ORDERING IMPROVEMENT, APPROVAL OF PLANS AND ORDER- ING ADVERTISEMENT FOR BIDS: STREET IMPROVEMENT PROJECT ST. 1973 -1 AND MUNICIPAL STATE AID STREET IMPROVEMENT PROJECT ST. 1973 -2 WHEREAS, Resolution No. 122 -1972 adopted by the City Council on the 2nd day of October, 1972 set the date for hearing on the improve- ments, as specifically noted in the Notice of Hearing attached hereto for reference as EXHIBIT "A "; and WHEREAS, all property owners whose property is liable to be assessed with the making of the improvements (as noted in said notice) were given ten (10) days notice by mail and published notice of the Council hearing through two (2) weekly publications of the required notice, and the hearing was held and the property owners heard there- on at the hearing, as noted in said notice; and WHEREAS, Resolution No. 136 -1972 adopted by the City Council of the City of Fridley ordered all of these improvements; and WHEREAS, the City Council has provided general fund monies for the construction of the Robert Louis Stevenson Elementary School Walkway. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Fridley, Anoka County, Minnesota as follows: 1. That the following improvements proposed by Council Resolu- tion #122 -1972 are hereby ordered to be effected and com- pleted as soon as reasonably possible, to -wit: Street improvements, including grading, stabilized base, hot -mix bituminous mat, concrete curb and gutter, storm sewer system, water and sanitary sewer services and other facilities located as follows: 78th Avenue 77th Avenue 81st Avenue Beech Street Alley (Bet. That the work involved in said improvements as listed above shall hereafter be designated as: STREET IMPROVEMENT PROJECT ST. 1973 -1 That the following improvements proposed by Council Resolution #122 -1972 are hereby ordered to be effected and completed as soon as reasonably possible. to -wit: Street improvements, including grading, stabilized base, hot -mix bituminous mat, concrete curb and gutter, storm sewer system, water and sanitary sewer services and other facilities located as follows: 79th Avenue Beech Street West to Alley and Main Street to University Ave. Main Street 79th Avenue to 83rd Avenue 83rd Avenue Main Street to University Avenue 36 Resolution No. 15 -1973 Ordering Advertisement for Bids St. 1973 -1 $ St. 1973 -2 (MSAS) That the work involved in saidr improvements as listed above shall hereafter be designated as: MUNICIPAL STATE AID STREET IMPROVEMENT PROJECT NO. 1973 -2 3. The plans and specifications prepared by the City Engineer for such improvements and each of them, pursuant to the Coun- cil resolutions heretofore adopted, a copy of which plans and specifications are hereto attached and made a part hereof, are hereby approved and shall be filed with the City Clerk. 4. The work to be performed under STREET IMPROVEMENT PROJECT ST. 1973 -1 and MUNICIPAL STATE AID STREET IMPROVEMENT PROJECT ST. 1973 -2 shall be performed under onecontrazt. The City Engineer shall accordingly prepare and cause to be inserted in the official newspaper advertisements for bids upon the making of such improvements under such approved plans and specifica- tions. The advertisement shall be published for three (3) weeks (at least 21 days), and shall specify the work to be done and will state that bids will be opened and considered at 11:30 P.M. on the Sth day of March, 1973 in the Council Chambers of the City Hall, and that no bids will be considered unless sealed and filed with the City Engi- neer, and accompanied by a cash deposit, bid bond, or certified check payable to the City for five per cent (50) of the amount of such bid. That the advertisement for bids for STREET IMPROVEMENT PROJECT ST. 1973 -1 and MUNICIPAL STATE AID STREET IMPROVEMENT PROJECT NO. 1973 -2 shall be substantially in form as that noted in Exhibit "B" attached hereto for reference and made a part hereof. E., Fridley, Minnesota 55432 (Tel. 560 - 3450) on the Sth day of March, 1973, 11:30 A.M., and will be considered by the City Council o t e City o Fr1 ley at a regular Council Meeting at 7:30 P.M. on e 5th day March, 1973 for the furnishing of work and materials for STREET IMPROVEMENT PROJECT ST. 1973 -1 AND MUNICIPAL STATE AID STREET IMPROVEMENT PROJECT ST. 1973 -2. The street projects are about three $ nine tenths miles long and consist of the followings principle items of work anT approximate quantities: 20,242 Ton Bituminous material 47,421 Lin. Ft. Concrete Curb $ Gutter 30,549 Ton Aggregate Base Class V All in accordance with plans and specifications prepared by Nasim Qureshi, P.E., City Engineer, Fridley City Hall, 6431 University Ave. N. E. Fridley, Minnesota 55432, Telephone 560 -3450. Plans and specifications may be examined at the office of the City Manager, and copies may be obtained for the Contractor's individual use by applying to the City Engineer and depositing with the City Engineer $25.00 for each set of the two projects. The deposit will be refunded to each bidder submitting a bonafide bid upon return of the documents in good condition within ten (10) days from the bid opening date. Bids must be made on the basis of cash pgyment for work, and accom- panied by a cash deposit, certified check (on a responsible bank in the State of Minnesota) or a bidder's bond made payable without con- dition to the City of Fridley, Minnesota, in an amount of not less that 5% of the total amount of the bid. The City Council reserves the right to reject any and all bids and to waive any informalities in any bids received without explanation. No bid may be withdrawn for a period of thirty (30) days.
