09/28/1974 - 000156791�S) THE MINUTES OF THE SPECIAL COUNCIL MEETING, FRIDLEY CI�Y COUNCIL, SEPTEMBER 28, 19T4 Mayor Liebl called the meeting to order at 8:50 A M. ROLL CALL: i�IEMBERS PRtSENT � MEMBERS ABSENT: ' � Mayor Liebl, Councilman Utter, Councilman Starwalt, Council- man Nee Councilman Breider CONTINUED PUBLIC HEARING ON 1975 6UDGET: Mayor Liebl stated that the purpose of the meeting was the continued Public Hearing on the 1975 Budget. Mayor Liebl read a prepared statement on the budget. Mayor Liebl stated the purpose of the meeting was to exchange ideas between Councilmen and 6etween the Council and the Admtnistration on the Budget. The Mayor outlined the ma,7or sources of revenue for the budget and also highlights and proposed changes in the 1975 Budget as compared to the 1974 Budget. The Mayor stated he had compared Admin�strative salaries with other cities of like size and Fridley is not at the top or not at the bottom. The Council then reviewed each of the Administrative salaries proposed by the Acministration. The Council stated that they would accept the recommendation of the City Manager with regard to the Administrative salaries and made no changes. PARK DEPARTMENT: The first department reviewed by the City Council was the Park �epartment Budget. The Council discussed capital outlay in some detail. Councilman lJtter suggested authorizing the expenditure out of this year's contingency fund in the amount of $6,670 for the purpose of putting lights, hockey boards and if possi6le some type of a shelter at the Rice Creek School location> with the understanding that the 1975 Budget would be cut as follows: $5,000 would he cut for compost pile, $870 would be cut for one bank of bleachers at the Commons Park; and $800 for park benches would be cut; for a total of $6,670. The Council reviewed other parts of the Park �epartment Budget and then stated the budget was acceptable as amended. The Council then reviewed each of the other department Budgets in detail. CITY COUNCIL: The Council stated that $2,120 contingency in the City Council's Budget shou]d 6e cut. The City Manager's Budget was approved as presented. The Finance Department Budget was reduced $576. The Legal Budget was approved as presented. The Building and G�rounds Budget was approved as presented Manager to proceed w�th cauiion on the accent painting. The Police Department's budget was approved as presented. The Council in5tructed the The Fire Department's Budget Budget was approved as presented, The Health and Sanitation's Budget was approved as presented. The Engineering Department's Budget was approved as presented. NATURALIST DEPARTMENT: There was considerable discussion on the Naturalist's Budget and the direction the programs should take in the coming year. The Council instructed the Manager to cut $11,000 in temporary help for the Nature Intrepretation and Tree Disease programs for 1975. This would leave a total of $11,000 in temporary help in the Nature Intrepretation and Tree Disease programs for temporary hel�i. The Council also instructed the Manager to cut $5,000 from other expenses for Nature Interpretation program and $3,175 from the other expenses for the Tree Disease program. The Council instructed the Manager to add the amount cut from the Nat�tr�list Budget to the Emergency Reserve, leaving the millrate as presented. The Council reviewed the Budgets for other funds and approved this as presented. ADJOURNMENT: � MOTION by Councilman Nee to close the Public Hearing on the Budget. Seconded by Councilman Utter. Upon a voice vote, all voting aye, Mayor Liebl dec7ared the motion carried and the meeting of September 28, 1974 was adjourned at approximately 3:OD P.f4.
