RES 1974-39 - 0000783176 RESOLUTION I NO. 39 -1974 A RESOLUTION ORDERING IMPROVEMENT, APPROVAL OF PLANS AND ORDERING ADVERTISEMENT FOR BIDS: STREET IMPROVEMENT PROJECT ST. 1974 -4 WHEREAS, Resolution #143 -1973 adopted by the City Council on the 29th of I October, 1973 set the date for hearing on the improvements, as specifically noted in the Notice of Hearing attachedihereto for reference as Exhibit "A ", and WHEREAS, all property owners whose property is liable to be assessed with the making of the improvements (as noted in said notice) were given ten (10) days notice by mail and published notice of the Council hearing through two (2) weekly publications of the required notice, and the hearing was held and the property owners heard thereon at the hearing, as noted in said notice. WHEREAS, Resolution #158 -1973 adopted by the City Council of the City of Fridley ordered all of these improvements. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Fridley, Anoka County, Minnesota as follows: 1. That the following improvements proposed by the Council Resolution #143 -1973 are hereby ordered to be effected and completed as soon as reasonably possi- ble, to -wit: Street improvements, including grading, stabilized base, hot -mix bituminous mat, concrete curb and gutter, storm sewer system, water and sanitary sewer services and other facilities located as follows: Mississippi Street Central Avenue to Stinson Boulevard That the work involved in said improvements as listed above shall hereafter be designated as: STREET IMPROVEMENT PROJECT ST. 1974 -4 2. The plans and specifications prepared by the City Engineer for such improvements and each of them pursuant to the Council resolutions heretofore adopted, a copy of which plans and specifications are hereto attached and made a part hereof, are hereby approved and shall be filed with the City Clerk. 3. The work to be performed under STREET IMPROVEMENT PROJECT ST. 1974 -4 shall be performed under one contract. The City Engineer shall accordingly prepare and cause to be inserted in the official newspaper advertisements for bids upon the making of such improvements under such approved plans and specifications. The advertisement shall be published for three (3) weeks (at least 21 days), and shall specify the work to be done and will state that bids will be opened and considered at 11:36 A.M. on the 2nd day of May, 1974 in the Council Chambers of the City Hall, and that no bids will be considered unless sealed and filed with the City Engineer, and accompanied by a cash deposit, bid bond, or certified check payable to the City for five per cent (5%) of the amount of such bid. That the advertisement for bids for STREET IMPROVEMENT PROJECT ST. 1974 -4 shall be substantially in form as noted in Exhibit "B" attached hereto for reference and made a part hereof. E., Fridley, Ainnesota 55432 (Tel. 560 -3450) on the 2nd day of May, 1974, at 11:30 A.M. and will be considered by the City Council of the City of Fridley at a regular Council Meeting at 7:30 P.11. on the 6th day of May, 1974 for the furnishing of work and materials for STREET IMPROVEMENT PROJECT ST. 1974 -4 The street projects are about 0.5 miles long and consist of the following principle items of work and approximate quantities: Sidewalk 10,700 Square Feet Concrete Curb and Gutter 5,012 Lin. Feet Class V Aggregate 4,565 Tons Bituminous Wearing Course 1,365 Tons Bituminous Binder Course 1,365 Tons Bituminous Base Course 1,365 Tons All in accordance with plans and specifications prepared by Nasim M. Qureshi, P. E., City Engineer, Fridley City Hall, 6431 University Avenue N. E., Fridley, Minnesota 55432. Telephone 560 -3450. Plans and specifications may be examined at the office of the City Engineer and copies may be obtained for the Contractor's individual use by applying to the City Engineer and depositing with the City Engineer $25.00 for each set of the two projects. The deposit will be refunded to each bidder submitting a bonafide bid upon return of the documents in good condition within ten (10) days from the opening date. Bids must be made on the basis of cash payment for work, and accompanied by a cash deposit, certified check (on a responsible bank in the State of Minnesota) or a bidder's bond made payable without condition to the City of Fridley, Minnesota, in an amount of not less than 5% of the total amount of the bid. The City Council reserves the right to reject any and all bids and to waive any informalities in any bids received without explanation. No bid may be withdrawn for a period of thirty (30) days.
