A RESOLUTION OPPOSING THE FORMULA USED FOR DISTRIBUTION OF STATE
AID - SENATE FILE 1011
WHEREAS, Senate File 1011 proposes to return to municipalities
certain State Aid funds now going to counties, and
WHEREAS, The amount of State Aid funds now going to counties
which would be returned to municipalities is approximately $31,000,000
per year, and
WHEREAS, The City of Fridley would receive approximately $63,000
in additional State Aid under the formula proposed by Senate File 1011,
and
WHEREAS, Senate File 1011 proposes that such State Aid shall be
distributed to each of the cities and towns in the proportion that the
product of the cities or towns' in 1970 Federal census population times
its mill rate payable in 1975 times its city or town 1974 aggregate sales
ratio as determined by the Commissioner of Revenue bears to the sum of
the produce of that calculation for all cities and towns, and
WHEREAS, If this $31,000,000 in State Aid were returned to
municipalities using the same formula as is presently used for existing
State Aids, the City of Fridley would receive approximately $335,000 in
additional State Aid, rather than $63,000, and
WHEREAS, Under the proposed formula approximately half of all the
new State Aid would go to the cities of Minneapolis and Saint Paul,
NOW, THEREFORE, BE IT RESOLVED, That the Council of the City of
Fridley hereby goes on record as being oposed to the formula for the
distribution of State Aid as proposed under Senate File 1011.
