RES 1975-60 - 00007569W RESOLUTION NO. 60 - 1975 RESOLUTION SUPPORTING AMENDMENTS TO MANDATORY COMPREHENSIVE PLANNING LEGISLATION WHEREAS, mandatory comprehensive planning legislation is being proposed in the State of Minnesota Legislature; and WHEREAS, the proposed legislation will affect the City of Fridley; and WHEREAS, the City of Fridley feels that local government has greated accountability to its residents, therefore the municipal governments are in better position to respond to planning for local needs. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Fridley supports mandatory comprehensive planning legislation that includes the following: 1. Mandatory comprehensive planning only as it relates to the metorpolitan systems of transportation, sewers, parks and open space. 2. A more precisely defined delineation of metropolitan systems in the areas of transportation, sewers, parks and open space. 3- A reasonable time frame for municipalities to respond to the requirements of mandatory comprehensive planning 4. A limitation of approval authority by the Metropolitan Council of the City's comprehensive plans to thier effect on metropolitan systems and the relationship of the plans to the comprehensive plans of adjacent or other affected communities. 5. All other parts of the Community's comprehensive plan be subject only to review and comment by the Metropolitan Council. 6. A provision of some type of funding mechanism to meet comprehensive planning requirements of the legislation.
