It has been necessary to use a smaller margin in order to compete with some of he other operations in the area. The new liquor operation on Highway 10 has increasd the competitien in iie immediate area. In addition, Fridley's liquor outlets are always in competition with the large outlets in downtown Minneapolis, lJhen compared with other municipal and private stors in the rea, or prices compare favorabiy, th* s, Lhey are about the same . It appears that it is going to be increasngly diffcult to maintain tne same profit level for the liquor operation tiat was enjoyed in 1974. Every effort is being made to reduce casts. The amount of selling help was reduced somewhat during the year ?975, and has been reduced further in January, 1976. Our goal will be to strike a reasonab1e balance betveen sales volume and a reasonable mark-up on merchandise sold whle holdng expenses at a minimum. 1 . _ .,j CITYOF FRIDLEY MUNICIPI'L LIQUOR STORES . 6ALllCE SHEET . DECEf16ER 31 ; 1975 . _ . .. .. This will provid a much better set of baseline . data. However, after calculating the added cost of the laboratory analysis, monthly samplg as w discussed, which includes nc in.egraecl sample and one }iypG1.-mnetc, would raise the otal cos af the study to $7,50Q It we sampl.e every aher. month, as outlind by Joel Schilling of the PCA as minimal].y acceptable programf the total : price would remain at $6p100e . The following changes app].y to the progam outlined in cur propcal. 1 Four sets of storrn sewer sampl.e with flow ' measurernts will. be taken. This a.ncludes one at peak runoff wi.h three addztional precipita- tion event samplings. Tha sampl.e which wi11 be taken at peak runoff from each outlet will include one sample per outlet while the three additional rain storm samples wi11 include three samples taken at different times during the runoff event. 2. The lake sampling caxt be conducted on a monthly or evry other month basis depending upon your evaluation. As noted abovp, the additional cost ' for monthly sampling would bring the total price of the program to $7,500 as compared to $6,100 for sampling every other month. J . : blr. Based on the same level of disease as 1g75 (588 elms and 275 oaks becoming in- fected) and the cost per tree experienced in our removal contracts ($21.05/elm and $74/oak) and allowing for 10% inflationary rise in removat costs for 1976, the antici- pated cost of shade tree disease abatement on provate property should be $36,000 this ,year. To relieve the resident, the Council could choose to subsidize as much as one-half those costs ($18,Q001 and the state would match the other half, assuming our request to enter the ptan is approved by the Dept. of Agriculture and enough funds remain unallocated. The Council may want to ponder this new poticy and its advantages to the average Fridley tax-payer. Thank you. WHAT? HOW i(JCH? WHO'S ELIGIBLE? WHAT? HOW MUCH? IHO T S ELIGI$LE? PAUL B`3.0?1N . - i• PiIfUTES OF TFIE REGULAR PARKS /1ND RECREATION CQPIMISSIOP h1EETING DECEhiC3ER 22, 1975 /ifter a 7enghy discussion on the possibility of a urarming.house for the park Mr. tlarris said he ould get on the phone and see if he could f.ind anyone who would I r donate a construction shack•to use this winter; then turn it over to Paul to fgu e ot thE liability angle. h1r. Mr. Peterson explained that it as not feasible at this time to expect the Commission to be able to put a permanEnt warming house in the 1976 budget. he money simply 4vas not there. H said that the request for the arming house will be put down for consideration for the 1977 budget, as are all requests. Mrso Seeger told the 1c7on Graup that the Commission neds to know •hat type of warming hous theywant, what price rance thy are thinking of, wha ideas they have as far- as lookss etcs before the Gammisslan can decide what to put up. Mr. Narrs exp.ined t he Action Group that as far as a permanen: structures go, the warming house vriil probab7y be placed in tYe same priorities they've been placing buildings in the lasi four or five budgets that he has been involved with. He mentioned that part of the prioriies are based on how many chdren use a park for skting, the u»ber . of hours of skating and hockey take p1ce a a given ark> etc He also said that, unForunately, ev2ry time tney put a tivarmiig hause in thz budget, the Coincil cuts it out. Therfore9 the Action Group should go t their councilnan, their cauncilrjan- at-iarge, and the mayor for he1p; and explain the extenuatng circumstances wty ihey feel they should have a warming tause at their park.
