surplus to be $450,334.05 as of �ecem�er 31, 197�. The surplus
invested in fixed assets is $?.29,328.82 as of Uecember 31, 1975.
Page 9. Sales and net profit of the Fridley Liquor Stores p resents a history
of the liquor operation from the beginning. It shotivs the equity in
the busi�iess to be �GT9,662.�7 as of Decern�er 31, i975. This sho��rs
that a total of $i,953,E09.24 has bEen transferred to othe r funds
si nce the muni ci pal � iquo�^ operati on began.
6asecl on a net wurth of $E�3,723.76 0�� Januar�� ', 1975, th� liquor operation
earned a return on investment of i3.7% du�°ing tne iast twelve month period.
i'he net profit for the year 1975 was �9(�,939.11. Tiiis compares with a profit
of �107,339.22 in 1974. Operating exoenses are up about 1.7% as compared to
1974. Thi s i s excl usi ve of the one-ti me expens? of p6 ,925.50 �i n 1974 r~e � ati n g
to closing out Store No. 2. While sales are up 2'2% or �26,Q55 in i975, gross
profi t i s down by $14 ,577. Merci�andi �e :�ras reduced i n pri ce tivi ce duri ng tne
past year. In additian, selective price cUts V�e.�re made. These were reductions

in margins, or the mark-up percentage useu for liquor, beer and miscellaneous.
It has been necessary to use a smaller margin in order to compete with some
of �he other operations in the area. The new liquor operation on Highway 10
has increas�d the competitien in ii�e immediate area. In addition, Fridley's
liquor outlets are always in competition with the large outlets in downtown
Minneapolis, l�Jhen compared with other municipal and private stor�s in the
�rea, o�r prices compare favorabiy, th�* �s, Lhey are about the same .
It appears that it is going to be increas�ngly diff�cult to maintain tne same
profit level for the liquor operation ti�at was enjoyed in 1974. Every effort
is being made to reduce casts. The amount of selling help was reduced somewhat
during the year ?975, and has been reduced further in January, 1976. Our goal
will be to strike a reasonab1e balance bet�veen sales volume and a reasonable
mark-up on merchandise sold wh�le hold�ng expenses at a minimum.

In 1965, revenue received from license and }�ermi-t fees totaled $70,6°4. Total
C�neral Fund Reven�e in that year was $716,370. Total General Fund expense
was $593,150. License and permit fees represented 9.9/ of' the total General
Fund revenues in 1965. In 196G license and permit fees represented 6.6% of total
General Fu��� Revenue.

In 1°75, lic.ense and permit fees totaled $111,785. Total General Fund rev�nues

Another analogy that can be dravJn is a comparison of revenue received from
license and peri�it fees, co,;lpared to i;he cost of the licensing and permit function.
TIl1S com�ari son is somewhat di ffi cu1 t, inasmuch as several departn�nts are invoi ved
� in �.f�e licensing procedure. That is, the Finance Department sends out notices,
as�{�lications �.nd issues �ne license, the Palice Departrnent makes inspections and
r�al;es recomir:.�nda�:ions on many licenses. The Fire D�nartment does the same. T��e
Inspection Departr�nt is devoted primarily to the inspec�ion �runction. Ins e.p ction
is tiie only de��r�.Lll�i�t.._:�i�._L�intain�d exclusivel� _for_purposes _associate_d tivith
ice��sin and �e�°mit fees. If we assuir�e tha�: the iice��sing costs associated ���ith
th� Fin�nce P['ep�rtment, the Manager's offi ce, the Poli ce Departir:ent, the Fire
[7epartn�nt and (',�neral Fund overnead add 40��'to the knotA�n cost of issuing iicenses
and permi ts , we can ma4:e the fol 1 owi n g compar�i sons .
I n 1965 , the cost of the I nspecti on Department ti�as $ 38,546 . a I f�0% ��rn re added
to this amount, the total cost of licensing and inspection would be �53,96Q�. Qased
on 1:his, in 19G5 the City collected 31°� more in fees than the cost of the operation.
For the year 196G, li censes and peri}�it fees covered 91 % of the cost of li censing
and inspectiot�.

In 1975, the cost of the Inspection Departm�nt was $111,656.a If 40% were added to
this cost, the �otal estimated cost of the iicensing and inspect7on function would
be $156,31II.
In 1975, the City collected $111,785 in license and permit fees. License fees,
the��efare, covered 72; of the cost of the servi ce.
The decrease i n the ra�i o of 1 i cense and permi t revenues to cost of ope rati ons
woul d be greater i f i t arer� not for the fact that the Ci ty no���� col l ects l i cens2
fees from on-sale iiquor estabiishment�, This revenue tota7ed �18,052.00 in 1975.
GENERAL FUND REVENUE OVERVIEt�I
In 1975, General Fund �axes provided 54.8% of General Fund revenue, compared to
f1.8% in 1966.
Intergovernmental revenu� (state aid) shows significant increases. This source
of revenue iotaled 11.9% in 1966 and �1.Q% in 1975. This is in spite of ti�e
fact that Fridley does not fare as weli under various state aid formulas as a
lot of the other communities. This is because "effort" or taxes 7evied by th2
-mun�cipality is a key part o� the form��la.

total reven.ue. This sozarce of rever,ue �•�as 12071 of all General Fund revenue in
1966 and 6.7°o in 1975. Ti�e principal source of the transfers has been the
Liquor Fund, The high point of liq«or transfers was 197�, �vhen $225,000.00 was
transferred to the General Fund. Th�is was the last year the City operated the
on-sale operation. The liquor operatic�n earned �214,900.00 that year, including
t a$66,848,00 gain on the sale of iiie t4�ro or�-sale operations, and a net profit
of �35,765.00 from the on-sale onerations far ihe period f.r.or� January 1971 to
� September 7971. In 1970, �216,000.00 was transferred to the Generai Fund from
the Liquor Fund. The liquor oper,ation earned �219,943.00 that year inciuding
$79,274.OQ from the on-sale operai:ion.
A ne�,� source o-F revenue whi ch has hel ped consi derably 7 s Revenue Sharing. In
1975, $196,776.0� in Revenue Sharing Fun�is �-rere transferred to the General Fund.
1'his was 6.7% of all G�neral Fund Revenue.

i'he detail of license and permit revenue for the period 1965 through 1975 is shown
on the following payes. This report shows that for the 10 year period, 1966 through
1976, fees from coni;ractors licenses increased 19-.'>. If we use ]965 as a base point,
revenue actua7ly declined 48.2%.
Business license revenue increased 530% for the period 1966 through 1975. Qther
license revenue increased 315�0.�
Revenue from permits increased 59% for the 10 year period.
Total license and pern�i�: revenues increased 716% for the last 10 year period.
Costs associated ��rith licensing and inspection �ncreased 174% f�or the �eriod �i966

the area average, Bloominy�:on is specifically included in the compariscn as they
have recently completed a very detailed siudy of costs associated witfi license
fees.
The Finance Department has deve7oped some of t{�� jusiificat'ion ior license fee
changes. The Community Development Department has also made studies relating
to permi.t fees, and additional areas where licensing should be considered.

4. Public swimming poal sha�l mean any swimming �ool, ather� than a
private residentia7 pool, �ntended to be used colle�tively by
numbers of persons for swimming and �athing, opera�ed by an� per-
sons whether they be owner9 lessee, operator, licensees or
concessionaire, regardless of whether a fee is charged for such
use.
5. Special purpose pool sha11 mean any swimming pool used as a
treatment pool, therapeutic paol, or a special pool for water
therapy.
6. Swimming pool shall mean any structure, basin, chamber, or tank
containing an artificial body of water for swimming, diving,
relaxation or recreational bathing.
7. Wading pool shall mean any swimming pool used or designed to be
used exclusively for wading or bathing and having a maximum depth of
24 inches. .

alter any swimming pool without fiirst submitting �lans and obtaining
approval fr�m the City and the appropriate permits from the Citv.
No building permits shall be issued unless prior approval firom the

7. Inspection
The C�it-y shall be permitted access to all swimming pools for
purposes of inspection of the pooT and equipment at reasonable
times and as often as deemed necessary to ensure compliance with this
Chapter. Access to private pools shall be with the homeowner's
permission or due process.
8. Interference
No person shall interfere with or hinder the Ci.ty in the perfor-
mance of its duties under the provisions of this Chapter or the
laws of the State of Minnesota.

2. Applicatian
The a�plication for a swimming pool license sha11 be on f'orms

City shall requireo �uch application fcr� the issuance �
of such license, ma�ntenance, terminatior� and administratior, shall
�be in accordance with and subject to a11 conditions ofi this Code
relative to general requirements far licensing as well as for the
requ9r�ments of this Ch�ap�er. The City may deny the a�pli-�
cation for a license which fa�ls� �o fu11y comply with these
requirements.
3. Fees and Exemptians
The annual license fee and expiration dai:e shali be as provided

A deck at least 3 feet wide, measured from the pool water`s
edge, shall be provided which extends completely around all private
residential pools. Above ground private residential pools may be
provided with decking of a minimum size of 4 feet by 4 feet at pool
entry points and provided that such decking has the approva] of the

115. SWlM(VZING POOLS
The following definitions shali apply in the interpretation and application of this chapter and the following

2. Private Residentiai Pool shall mean any swimming pool located on private properiy under the
control of the homeowner, permanent or portable, 4he use of which is limiled to swimming ar bathing by his
family or their invited guests, and having a depth of more than two feet (24 inches) at any point and a surface
area exceeding 250 square feet and a volume over 3,250 gallons.
3. Public swimming pool shall mean any swimming poai, other than a privale residential pool,
intended to be used coilectively by numbers of persons for swimming and bathing, operated by any person,
whether he be owner, lessee, operator, licensee, or concessionaire, regardless of wheiher a fee is charyed for
such use.

The application for a swimming pooi license shall be on forms furnished by the Ciiy and shaU require such
information as the City tdfanager shall require. Such applica4ion for the issuance of such license, maintenance,
termination and administration shatl be in accordance �vith and subject to at! conditions ot this Code retative to
general requirements for licensing.as well as the requirements of this chapter. The City Manager may deny the
appiication for a license which tails to fuily comply v✓ith these requirements.
115.04. Fees and Exemptions

operating ar maintaining schools, governmental subdivisions, churches, convents, rectories, parsonages or

RE: Subsidy Program for Diseased Trees
Attached is the recent information regarding the State
Tree Disease Subsidy Program,
I have estimated the cost of a subsidy program to the
City of Fridley for next season. Based on the same level
of disease as 1g75 (588 elms and 275 oaks becoming in-
fected) and the cost per tree experienced in our removal
contracts ($21.05/elm and $74/oak) and allowing for 10%
inflationary rise in removat costs for 1976, the antici-
pated cost of shade tree disease abatement on provate
property should be $36,000 this ,year.
To relieve the resident, the Council could choose to
subsidize as much as one-half those costs ($18,Q001
and the state would match the other half, assuming our
request to enter the ptan is approved by the Dept. of
Agriculture and enough funds remain unallocated.
The Council may want to ponder this new poticy and its
advantages to the average Fridley tax-payer.

for music and also dramatic productions and any ather special item that may come up.

Mr. Peterson explained that it ���as not feasible at this time to expect the
Commission to be able to put a permanEnt warming house in the 1976 budget. ��he
money simply 4vas not there. H� said that the request for the ���arming house will
be put down for consideration for the 1977 budget, as are all requests.
Mrso Seeger told the 1�c�7on Graup that the Commission ne�ds to know �•�hat type
of warming hous� they�want, what price ranc�e th�y are th�inking of, wha� ideas they
have as far- as lookss etc�s before the Gammisslan can decide what to put up.
Mr. Narr�s exp��.ined t� �he Action Group that as far as a permanen�: structures
go, the warming house vriil probab7y be placed in tY�e same priorities they've been
placing buildings in the lasi four or five budgets that he has been involved with.
Ne explained the priarities the Parks Departmen� is a1ready committed to, i'or
instance t�adsen Park= for which w� paid the assessments to have ti�,ater and po�•1er
brought in, and we don't even have a building ther� yet. He mentioned that part
of the priori�ies are based on how many ch��dren use a park for sk�ting, the �u�»ber .
of hours of skating and hockey take p1�ce a� a given �ark> etc� He also said that,
un�For�unately, ev2ry time tney put a tivarmii�g hause in thz budget, the Coi�ncil cuts
it out. Ther�fore9 the Action Group should go t� their counciln�an, their cauncilr�jan-
at-iarge, and the mayor for he1p; and explain the extenuat�ng circumstances wt�y
ihey feel they should have a warming t�ause at their park. This is where the selling
must be done.

Mr. Henry Peterson was present to request site approvai from the Comrnission for
� construction of a bandstand in Fridley. If the Commission ti•�iil approve the site, ti�en
._ : Mr. Peterson stated he �vould go out �nd try to raise the money ta build it. He said
he had plans for a bandstund from onz of his friends �vha ti��as superintendent of the
Columbia Heights Park Board. Ne �cplained that Columbia Heights has a new bandstand.
Mr, Peterson told the Commission he had already appeared before the Council as
an individual asking them to pass this request over to the Bicentennial 49'�r Comr�+ittee
of Fridley, to which he belongs. , .
• Mr. Peterson explained the advant�ges o�f a bandstand and hoti�� much people would
enjoy it. He told the Commissioners the site he had selected aras tne soutt� end of �
hloore Lake, south of the flagpole. Ne said he had chosen this spot because af the
� • traffic on Highway #65. Ne felt this would drati�� people. F!e said he Lvas going to

The Commissioners questioned tf�e advisability of building the bandstand so close

suggestion was made to perhaps build it near the other erd of the lake beyond the
beach area, hoti�tever there is a ball diamond and tennis cout�ts �here. They also sug-
gested the possibility of ldest hioore l.ake near �he Dunes area.
� Mrso S�eger expressed concern that the Theatre and Fine Arts.groups get to use
the bandstand when i� is buil� and that they could not use i� properly if it were in
a noisy area.
