RESOLUTION NO. 36 1976

A RESOLUTION OBJECTING TO THAT SECTION OF THE PROPOSED RULES
OF THE SECRETARY OF STATE FOR CERTIFICATION AND EXPERIMENTAL
AND GENERAL USE OF VOTING MACHINES REQUIRING THAT A TEST DECK
OR BALLOT IMAGE SHALL TEST THE MAXIMUM NUMBER OF VOTES WHICH
MIGHT BE CASE FOR ANY OFFICE OR QUESTION IN THE ELECTION
WHEREAS, The Secretary of State's office is in the
'
process of promulgating rules and regulations for Certifica-
tion and Experimental and General Use of Voting Machines, and
WHEREAS, These rules and regulations are unduly restrictive,
particularly Section 3302, Subdivision d, which requires the
test deck test the maximum number of votes which might be cast
for any office or question in the election.
NOW, THEREFORE, BE IT RESOLVED, That the Secretary of
State take steps to modify Section 3302 of the proposed rules
so that unnecessary restrictions and procedures are removed from
the proposed rules.
