The Soecial hteeting of the Fridle,y City Council of January 2�, 1977 was called to order at 10:30 p.m. by ttayor Nee. ROLL CALL: MEt46ERS PRESENT: Mayor Nee, Councilwoman Kukowski, Gouncilr�an Schneider, Councilman Namernik, and Councilman Fitzpatrick P1EM6ERS ABSENT: None The City Planager explained the arage settlement with Local 49 as negotiated by the h1AMA negotiating corr�nittee. The package called for n0� oer hour across-the-board increase for 1977 and �0� per hour for 1978. The 1977 increase will go into effect when the striking employees are called back to work. The �ackage calls for the City to pa.y �60 �er month toward health and life insurance for the year 1977 and $60 per month for the year 1978. The new rate goes into effect on February l, 1977. MOTION �y Councilwoman Kukowski to concur with the recorr�endation that the City Manager accept the negotiated settlement. Seconded b,y Councilman Schneider. Upon a voice vote, all voting aye, t?ayor Nee declared the motion carried unanimously. There vias a lengthy discussion on the lonqevity portion of the contract. The concensus af the Council was that the longevity section of the contract should remain as is for the years 1977 and 1975. ADJOURN""ENT: MOTION by Councilwoman Kukowski to adjourn the meetino. Re: Park Fund Contributions from � Platting of Industrial and Corranercial .Area s On Monday, Navember 22, 1976, I appeared before the City Council at their study session in regard to changing or waiving the present park land contributions. On that night I represented Dr. William Barbush who was about ready to close a sale. We have had to abandon platting because of this requirement. A lU% fee is excessive. I can see a nominal rate based upon appraised value but with a maximum per lot or building site. I suggested at the meeting a$300 to $500 maximum per building or lot. Even that is a little bit of extortion. The City is better off to have the remaining business (non-homestead} sites b�ilt on. Such development should ,be encouraged. The Datsun people paid something like $75,000 for their site. Would a park fee of $7,500 be reasonable? I could give you a dozen of these examp7es that would seem as ridiculous. SUBJECT: ANTI-RECESSION FUNDS DATE: NOVEMBER 29, 1976 On November 19, 197G, the City received $23,063 in Anti-Recession Revenue Sharing Funds. This is for the July quarter and the October quarter. The attached letter from the Secretary of the Treasury gives sorne of the background regarding how the funds must be spent. The important part is the funds must be appropriated or obligated within six months from the date of receipt of the check and the funds must be used primari ly for the employment of persons in the provisi on of basi c servi ces by the Ci ty,. Past outings I�ave includ�d a trip to the Old Log Theater, the Guthrie and the Chanhassen. Registration fee, dates and times vary with the location of the trip. 50 participants per trip. 12) YOUTH tdRESTLING This is a six session instructional program for youth in 4th, 5th and 6th grades who would like to learn to w�°estle. The program will be held at the Fridley Senior High School on Plonday and tdednesday evenings beginning March 21, �977. The program i•rili terminate April 6th with a taurnament for all youth. Registration not open as of this date. CITY E�1PLOYEE FUNCTIQNS A} Spaghetti Luncheon - The Parks and Recreation Department prepared and served a spaghetti dinner in October, 1976, for all interested City employees. Cost per plate was $1.50. B) Horseback Riding - A Sunday afternoon of horseback riding and a potluck dinner was planned for all City employees in September. Response was paor and the event was cancelled. C) .'Ski Touring' - A movie of cross country skiing called 'Ski Touring' was shoi�n during the lunchhours for all ei;�ployees interested in cross cau��try s{;i i ng. . Tf a t�rritten policy is desired, and i feel strongly �that tf�ere should be a written policy, I might suggest something that may read as follows: � . Gdaiver of Fees - The City Council�authorizes the Parks and Recreation Director, on an individual basis, to eii:her completel� ��aive or to 1ower a registratian fee as establ�ished ' in the case of anyone wha cannot reasonably afford the set fee due to financia? difficulty, and who has expressed an interest or desire to 5e enrolled in a certain program. This k�aiver will pertain to all City af Fridley recreation programs except those programs wnere specific cantractual services incur an indebtedness to the City. . As you will note, I have taken the liberty to not restrict this to , children, but�to anyone of any age, because it is my belief that . recreation should service everyone and that is the current �irection that our Department is now taking. , In keeping ti•�ith th.is policy, if adopted, I have informed my staff that on a11 future Parks and Recreation program flyers, there is to appear a stateT>>ent to the effect "No individual shall be exc1uded due to financial inability to participate. INFORMATION ON SENIOR CITIZENS UTiLITY RATES JANUARY 11, 1977 Attached is the information I have received f rom th.e City of Columbia Heights and from the League regarding reduced utility rates for senior citizens. The League has listed those communities in tne State of Minnesota that they are aevare of that have senior citizen rates. There are relatively few cities in ihe State that have senior citizen rates. Those that do, apparently, have the reduced rates tied to income level. The City o� Colambia Heigh ts allows reduced utility rates for incomes below $4,000 per year. The people have to apply for the reduced rates and be recertified each year. There would be some extra administrative �vork and expense in conjunction with this process. We can proc�ram the computer to handle the reduced water rates and there would be no problem in handling this part of it. • The extra expense would be associated with the administrative p rocess. In response to your inquiry regarding additional information regarding the above program, I have talked to the Edina Grime Prevention Officer that works closely with this fund • as well as Chief Bext Merfeld. Their combined comments are as follows . 1. The Edina Police Department feels that this is a very worthwhile progra.m. 2. The program tends to solve more crimes then would be otherwise solved and consequently reduces the amount of investigative time by expediting leads on cases. 3. The police department does not control the fund. 4. The Chief of Police is the liaison officer to the Citizen Executive Board. 5. There are essentially two police personnel that administer the program on a day to day basis internally, that being the Chief of Police and the Crime PrPVention Officer. By administering we mean they have authority to expend moneys up to $100 on a day to day basis when, in their judgment, the moneys are justified. 6. For amounts larger than �100 or for purposes of publicized rewards, the request must go before the Citizens Executive Board. ?. The Police Department maintains a cash fund, the amount of which is confidential, for use in emergen.cy purposes. 8. Under this system, there are sufficient funds �that major operations can be investigated prior to arrest. For example, they are now investigating a major fencing operation in which under cover officers have no�v made three buys of which they do not expect to see the return of these funds. 0 r � �� ' � � i� N.
