RES 1977-24 - 0000708541 RESOLUTION NO. 24 +1977 A RESOLUTION ORDERING IMPROVEMENT, APPROVAL OF PLANS AND ORDERING ADVERTISEMENT FOR BIDS: STREET IMPROVEMENT PROJECT ST. 1977 -1 AND ST. 1977 -2 (MSAS) WHEREAS, Resolutions #110 -1976 and #12 -1977 4dopted by the City Council on the 18th day of October 1976 and the 7th day of February 1977 respectively set the dates for hearing on the improvements, as specifically no ed in the Notice of Hearing attached Hereto for reference as Exhibit "A "; and WHEREAS, all property owners whose property s liable to be assessed with the making of the improvements (as noted in said notice were given ten (10) days notice by mail and published notice of the Council earing through two (2) weekly publications of the required notice, and the hearin was held and the property owners heard thereon at the hearing, as noted in said noti e; and WHEREAS, Resolutions #112 -1976, #124 -1976 adopted by the City Council of the City of Fridley ordered all of these improvements. NOW, THEREFORE, BE IT RESOLVED, by the Counc 1 of the City of Fridley, Anoka County, Minnesota as follows: 1. That the following improvements proposed by ouncil Resolutions No. 112 -1976, No. 124 -1976 and No. 11 -1977 are hereby orde ed to be effected and completed as soon as reasonably possible, to -wit: Street improvements, including grading, stabilized base, hot -mix bituminous mat, concrete curb and gutter, water and san tary sewer services, storm sewer and other facilities, located as follo s: Channel Road Mississippi Street to 68th Avenue Lucia Lane Mississippi Street to 200' S. of 68th Place Dellwood Drive 63rd Avenue to Mississippi Street Pierce Street 63rd Avenue to Mississippi Street 63rd Avenue TH 65 E. Service rive to Rice Creek Road TH 65 E. Service Road 63rd Avenue to 75 ' North Talmadge Lane Talmadge Way to 0 borne Way Ironton Street Hugo Street to As ton Avenue Able Street 73rd Avenue to Lo ke Park Parking Lot Hickory Street 78th Avenue to 79th Avenue That the work involved in said improvements s listed above shall hereafter be designated as: STREET IMPROVEMENT PROJECT ST. 1977 -1 That the following improvements proposed by ouncil Resolution #,112 -1976 are hereby ordered to be effected and completed s soon as reasonably possible, to -wit: Street improvements, including grading, stabilized base, hot -mix bituminous mat, concrete curb and gutter, water and sanitary sewer services, storm sewer system, and other facilities located as follows: Ashton Avenue Ironton Street to Ely Street Osborne Way East River Road t 75th Way Alden Way 75th Way to Appro . 400' North 75th Way Talmadge Lane to Alden Way That the work involved in said improvements �s listed above shall hereafter be designated as: MUNICIPAL STATE AID STREET I ST. 1977 -2 2. The plans and specifications prepared by thelCity Engineer for such improvements and each of them pursuant to the Council resolutions heretofore adopted, a copy of which plans and specifications are hereto''lattached and made a part hereof, are hereby approved and shall be filed with the City Clerk. 3. The work to be performed under STREET IMPRO MUNICIPAL STATE AID STREET IMPROVEMENT PROJ under one contract. NT PROJECT ST. 1977 -1 and ST. 1977 -2 shall be performed 42 Resolution No. 24 -1977 (Con't.) The City Engineer shall accordingly prepare an cause to be inserted in the official newspaper advertisements for bids upon the making of such improvements under such approved plans and specifications. The advertisement shall be published for three (3) weeks (at least 21 days), and shall specif, the work to be done and will state that bids will be opened and considered at 11: 0 a.m. on the 31st day of March, 1977 in the Council Chambers of the City Hall, and that no bids will be considered unless sealed and filed with the City Engineer 6 and accompanied by a cash deposit, bid bond, or certified check payable to the City for five per cent (5%) of the amount of such bid. That the advertisement for bids for STREET IMPROVEMENT PROJECT ST. 1977 -1 and MUNICIPAL STATE AID STREET IMPROVEMENT PROJECT ST. 1977 -2 shall be substantially in form as that noted in Exhibit "B" attached hereto for reference and made a part hereof. BRUNSELL L� f i II� 43 RESOLUTION NO. 24 -1977 EXHIBIT "B' NOTICE TO BIDDERS STREET IMPROVEMENT PROJECT ST. 1977 -1 & 1977 -2 MSAS Sealed bids will be received and publicly o ened by the City of Fridley, Anoka County, Minnesota, at the office of the Pu lic Works Director, 6431 University Avenue N.E., Fridley, Minnesota 55432 (Tel. 5713450) on the 31st day of March, 1977 at 11:30 a.m., and will be considered by the City Council of the City of Fridley at a regular Council Meeting at 7:30 p.m, on the 4th day of April, 1977 for the furnishing of work and materials for STREET IMPROVEMENT PROJECT ST. 1977 -1 AND MUNICIPAL STATE AID STREET IMPROVEMENT PROJE T ST. 1977 -2. The street projects are about Two and Fifty two Hundredths (2.52) miles long and consist of the following principle items of work and approximate quantities: Concrete Curb & Gutter (Design B -6]8) 26,500 Feet Concrete Curb & Gutter (Fridley Surmountabl ) 1,300 Feet Aggregate Base (Class V) 11,300 Ton 2341 Wearing Course 8,300 Ton 2341 Binder Course 4,400 Ton Bituminous Material for Mixture 565 Ton All in accordance with plans and specificat ons prepared by Richard N. Sobiech, P.E., Public Works Director, Fridley Ci y Hall, 6431 University Avenue N.E., Fridley, Minnesota 55432. Telephone 571 -$450. Plans and specifications may be examined at�the office of the Public Works Director and copies may be obtained for the Cont actor's individual use by applying to the Public Works Director and depositing with the Public Works Director $25 for each set of the two projects. The deposit will be refunded to each bidder submitting a bonafide bid upon return of the documents in good condition within ten (10) days from the bid opening date. Bids must be made on the basis of cash paym nt for work, and accompanied by a cash deposit, certified check (on a responsibl bank in the State of Minnesota) or a bidder's bond made payable without conditio to the City of Fridley, Minnesota, in an amount of not less than 5% of the total amount of the bid. The City Council reserves the right to reje# any and all bids and to waive any informalities in any bids received without explanation. No bid may be withdrawn for a period of thirty (30) days.
