05/08/1978 BOE - 00014189� � J� � THE MINUTES OF THE BOARD OF REVIEW MEETING DF MAY 8, 1978 The annual Board of Review Meeting was called to order at 7.30 p. m. by Mayor Nee. PLEDGE OF ALLEGIANCE• Mayor Nee led the Council and audtence in the Pledge of A11egiance to the Flag. COUNCIL MEMBERS ATTENDING COUNCIL MEMBERS ABSENT Mayor Nee, Councilman Barnette, Councilman Schneider, Councilman Hamernik and Counc�lman Fitzpatrick None OTHERS PRESENT• Mr. Nasim Quresht, City Manager Mr. Mervin Herrmann, City Assessor Mr. Leon Madsen, Deputy City Assessor F1r. Marvin Brunsell, City Clerk Mr. Gayle Leone, County Assessor Mayor Nee stated the Council will actually be holding two meetings thts evening. The first one being the Board of Review, with the Public Hearing Meeting of the City Council to follow. Mayor Nee stated the purpose of th�s meeting is to hear from property owners who are seeking an ad�ustment to the assigned assessed value placed on the�r property. Since this is the first step of the process, he stated that those who wish to pratest should be an record. Mayor Nee asked the City Assessor, Mr. Herrmann, to explatn how he arrived at the assessed values Mr. Herrmann stated they tried to get as close as possible to market value on the properties. He stated, under state law, each year a min�mum of one-fourth of the properties in the City are physically reevaluated and a percentage �ncrease applied to the balance of the properties so that reasonable equality is retained for all properties. Mr. Herrmann stated, this year, land values were �ncreased 10%, values on residential structures were tncreased 7%; and on commercial and industrtal, 3% Mayor Nee stated the Assessing Department contlnually crosschecks the val�dity of the assessed value established on their appraisals and they have a remarkable history of accuracy. ITEM NO 1- GERALD HERLOFSKY, 1365 HILLWIND RUAD N. E. . Mr. Herlofsky stated the market value of his property has gone from $28,000 to $47,200 �n two years wh7ch is more than a 7% increase. He stated he did put on a small addition costing �3,O�O,aut d�dn't feel the value should have gone up that much. Mr. Herrmann reviewed the values for the last several years begtnning with 1972 to the present t�me. He noted that the new value was increased by 7.83°�, � Mr. Herlofsky stated he couldn't understand why his taxes are going up more than 7%. He questioned tf taxes were affected by the freeway barr�er in front _ of his home. He felt the taxes should be reduced because of this barrter as the noise has doubled. Mr. Herrmann stated in 1977 the value was reduced by 5% because of his location in relation to the freeway. BOARD OF REVIEW MEETING OF MAY 8, 1978 PArE 2 Mayor Nee stated the area of discretion of the Council is whether or not the estimated market value reasonably reflects the true market value, and if it comes within 93 or 94; of what Mr. Herlofsky believes his home would sel] for. Mr. Herlofsky stated his home is much older than others in his neighborhood and that neighboring property owners have not had their values increased as much as his. Mr. Herlofsky pointed out some comparisons of his home with a neighborin9 home and felt the value placed on his property was not in line. Mr. Herrmann suggested that Mr. Herlofsky contact him so that they may review � the questions he had regarding the value of his property. MOTION by Councilman Schneider to continue the action regarding property at 1365 Hillwind Road to May 15, 1978. Seconded by Councilman Barnette. Upon a voice vote, all voting aye, Mayor Nee declared the motion carried unanimously. ITEM N0. 2- RICHARD HARRIS, 6300 RIVERVIEW TERRACE: Mr. Richard Harris stated he has never received the assessment notices for his properties, other than his place of residence. He stated the notices are sent to the property location, not the property owner, and ob,7ected to this. He fe7t, if the County could find him to send his tax notices, they certainly could also send the assessment notices. He stated, by sending the notices to the buildings, his tenants rece�ve them which puts him in a very awkward position. Mr. Harris stated he has asked for the assessment notices to be mailed to him, however, this still is not being done. Mr. Leone, County Assessor, stated Mr. Harris should contact his office to let them know where he wants the assessment notices sent. Mr. Harris stated the County has been told this at other Board of Review heartngs. Mr. Herrmann, City Assessor, then reviewed the values placed on Mr. Harris' properties. Mr. Harris stated his reason for attending the hearing was to get figures on � the values placed on his properties, and stated he hasn't had an opportu m ty to review the figures. Mayor Nee advised Mr. Harris if he had any other questions to come before the Board of Review, these could 6e brought up after the recess. Mr. Herrmann stated he would meet with Mr. Herlofsky to answer his questions and possibly gei 6ack to the Council before the end of their Public Hearing meeting. h10TI0N by Councilman Schneider to recess this meettng to the end of the Public Hear�ng meeting. RECESS A recess was calied by Mayor Nee at 8:05 p.m. RECONVENED Mayor Nee reconvened the Board of Rev�ew meeting at 12.55 a,m. All Counc�l members were present. MOTION by Councilman Barnette to receive the challenges in correspondence from ' FMC, Sears, Fridley Terrace and the Grain Termrnal Rssociation. Seconded by Councilman Schneider.
