RES 1978-21 - 0000687126 RESOLUTION NO. 21 -1978 A RESOLUTION ORDERING IMPROVEMENT, APPROVAL OF PLANS AND ORDERING ADVERTISE- MENT FOR BIDS: STREET IMPROVEMENT PROJECT ST. 1978 -1, STREET IMPROVEMENT PROJECT ST. 1978 -2 (MSAS) AND STREET IMPROVEMENT PROJECT ST. 1978 -4 (CSAH) WHEREAS, Resolution #118 -1977 adopted by the City Council on the 24th of October, 1977, set the date for hearing on the improvements, as specifically noted in the Notice of Hearing attached hereto for reference as Exhibit "A ", and WHEREAS, all property owners whose property is liable to be assessed with ' the making of the improvements (as noted in said notice) were given ten (10) days notice by mail and published notice of the Council hearing through two (2) weekly publications of the required notice, and the hearing was held and the property owners heard thereon at the hearing, as noted in said notice. WHEREAS, Resolution #129 -1977 adopted by the City Council of the City of Fridley ordered all of these improvements. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Fridley, Anoka County, Minnesota as follows: 1. That the following improvements proposed by Council Resolution #118 -1977 are hereby ordered to be effected and completed as soon as reasonable possible, to -wit: Street improvements, including grading, stabilized base, hot -mix bituminous mat, concrete curb and gutter, sidewalks, storm sewer system, water and sanitary sewer services and other facilities located as follows: 57th Place Main Street to TH 47 58th Avenue Main Street to TH 47 59th Avenue Main Street to TH 47 60th Avenue Main Street to ' 3rd Street 2nd Street 58th Avenue to 61st Avenue 2z Street 58th Avenue to 61st Avenue 3rd Street 58th Avenue to 61st Avenue 63rd Avenue 5th Street to 7th Street 7th Street 63rd Avenue to Mississippe Street 5th Street 63rd Avenue to 130' East 53rd Avenue TH 65 to 650' East That the work involved in said improvements as listed above shall hereafter be designated as: STREET IMPROVEMENT PROJECT ST. 1978 -1 That the following improvements proposed by Council Resolution No. 118 -1977 are hereby ordered to be effected and completed as soon as reasonably possible, to -wit: Street improvements, including grading, stabilized base, hot -mix bituminous mat, concrete curb and gutter, sidewalks, storm sewer system, water and sanitary sewer services and other facilities located as follows: Main Street 58th Avenue to 61st Avenue I 79th Way East River Road to Burlington Northern Railroad That the work involved in said improvements as listed above shall hereafter be designated as: STREET IMPROVEMENT PROJECT ST. 1978 -2 (MSAS) That the following improvements proposed by Council Resolution ' No. 118 -1977 are hereby ordered to be effected and completed as soon as reasonably possible, to -wit: ' I Resolution No. 21 -1978 (Continued) Street improvements, including grading, stabilized base, hot -mix bituminous mat, concrete curb and gutter, sidewalks, storm sewer system, water and sanitary sewer services and other facilities located as follows: 57th Avenue Main Street to 3rd Street Central Avenue Osborne Road to 76th Avenue Main Street 57th Avenue to I. 694 That the work involved in said improvements as listed above shall hereafter be designated as: STREET IMPROVEMENT PROJECT ST. 1978 -4 (CSAH) 2. The plans and specifications prepared by the Public Works Director for such improvements and each of them, pursuant to the Council resolutions heretofore adopted, a copy of which plans and specifications are hereto attached and made a part hereof, are hereby approved and shall be filed with the City Clerk. 3. The work to be performed under STREET IMPROVEMENT PROJECT ST. 1978 -1, STREET IMPROVEMENT PROJECT ST. 1978 -2 (MSAS) and STREET IMPROVEMENT PROJECT ST. 1978 -4 (CSAH) shall be performed under one contract. The Public Works Director shall accordingly prepare and cause to be inserted in the official newspaper advertisements for bids upon the making of such improvements under such approved plans and specifications. The advertisement shall be published for three (3) weeks (at least 21 days), and shall specify the work to be done and will state that bids will be opened and considered at 11:30 a.m. on the 22nd day of March, 1978, in the Council Chambers of the City Hall, and that no bids will be considered unless sealed and filed with the Public Works Director, and accompanied by a cash deposit, bid bond, or certified check payable to the City for five per cent (5%) of the amount of such bid. That the advertisement for bids for STREET IMPROVEMENT PROJECT ST. 1978 -1, MUNICIPAL STATE AID STREET IMPROVEMENT PROJECT ST. 1978 -2 and STREET IMPROVEMENT PROJECT ST. 1978 -4 shall be substantially in form as that noted in Exhibit "B" attached hereto for reference and made a part hereof. Brunsell 27 28 Resolution No. 21 -1`978 (continued) NOTICE TO BIDDERS STREET IMPROVEMENT PROJECT ST. 1978 -1, ST. 1978 -2, ST. 1978 -4 Sealed bids will be received and publicly opened by the City of Fridley, Anoka County, Minnesota, at the office of the Public Works Director, 6431 University Avenue N.E., Fridley, Minnesota 55432 (Tel. 571- 3450), on the 22nd day of March, 1978, at 11:30 a.m., and will be considered by the City Council of the City of Fridley at a regular Council Meeting at 7:30 p.m. on the 3rd day of April, 1978, for the furnishing of work and materials for STREET IMPROVEMENT PROJECT ST. 1978 -1 and MUNICIPAL STATE AID STREET IMPROVEMENT PROJECT ST. 1978 -2 and STREET IMPROVEMENT PROJECT ST. 1978 -4 (CSAH) The street projects are about 3.41 miles long and consist of the following principle items of work and approximate quantities: 11,475 Cu. Yds. Common Excavation 35,000 Sq. Yds. Sodding 29,000 Lin. Ft. Concrete Curb & Gutter Design B -618 13,000 Tons Asphalt 52,000 Sq. Yds. Asphalt Overlay All in accordance with plans and specifications prepared by Richard N. Sobiech, P.E., Public Works Director, Fridley City Hall, 6431 University Avenue N.E., Fridley, Minnesota 55432. Telephone 571 -3450. Plan and specifications may be examined at the office of the Public Works Director and copies may be obtained for the Contractor's individual use by applying to the Public Works Director and depositing with the Public Works Director $50 for the plans and specifications. The deposit will be refunded to each bidder submitting a bonafide bid upon return of the documents in good condition within ten (10) days from the bid opening date. Bids must be made on the basis of cash payment for work, and accompanied by a cash deposit, certified check (on a responsible bank in the State of Minnesota) or a bidder's bond made payable without condition to the City of Fridley, Minnesota, in an amount of not less than 5% of the total amount of the bid. The City Council reserves the right to reject any and all bids and to waive any informalities in any bids received without explanation. No bid may be withdrawn for a period of thirty (30) days.
