We have been reviewing the condit�oii of same of th� streets in the City and our sealcoating program of the past. Information is not available pertaining to the conditi�n of the streets, or any preliminary repair work accomp1ished prior ta the sealcoating. Accordingly, we do not have any experience on the langevity o•r wearability of sealcoating on Fridley streets. Tl�is Change Order is an attempt to ev�luate i:he success of preliminar,y repairs and the comparison of buckshot aggregate and traprock on Hugo and Ely Streets, as compared to Ironton and C�ver Streets. The traprock distributor� wi11 provide us 15 tons �of material in order to eval«ate its durability. The only cost involved will be transparta- tion, �ti�hich we will include in our direction to the exis�ing sealcoat con�ractor, G & L Contracting. In addition, we are obtairiing pr�opos.�ls to award a contract not to ex- ceed $9,90�: to apply a slurry treatment to G1enc�e Street and the East Service Qrive along U�iversity Avenue from �iist Avenue t� Miss�ssippi � Stree�. Glencoe 5treet has d�veloped considerable alligator cracking. While the cracks are reia�ively �ight at this time, excessit�e mo�sture and this winter's freeze and thaw can open the cracks up, resulting in surface destruction and base course damage. The service drive along University Avenue has �xtensive transverse and longitudinal cracking as well as surface breakdown to the point where �--�- extensive exposure of the aggregate is becoming a structural problem as well �s a safety hazar�. . In response to this crisis, the Energy Conservation Cor�mittee of -' .the�Ciiy of Fridley was formed by the City P�anager in June of 1975. The purpose of the committee was to study, develop, and evaluate methods and proc�dures for the conservation of energy withan local government operatiQn. Significant improvements were achieved as a result of this progralm. These include: � ' . * Dropping the size of the Departm?nt of Public Works trucks from 3/4 ton to 1/2 ton whenever possible. * Changing the size of police vehicles from large ta mid-size aut�mobiles. * Placing all City awned vehicles on a preventative maintenance schedule to increase fuel efficiency. . * Cutting electrical consumpiion by installing filuorescent lightimg, reducing grounds lighting, and shutting down xerox machines promptly at 5:00 p.m. * Hiring consultants to conduct mini-audits on munic�pal structures. * Preparing an energy ernergency plan�to meet citizen needs in times of fuel shortage. This plan designated the Civic Center as an emergency� housing site for persons unable to obtain fuel. * Collecting recyclab3e paper praduced during the cour5e of �o�k of City employees for the Fridley Recycling Center. This center has been in operation since February 1979. � * Qeveloping a data base for the monitoring of municipal energy consumption. * Construction of an earth covered Nature Center Ilisitor Building which is 60% underground, utilizing passive solar collection heating with air flow venting. * Developing a 32 m�le bi4ceway/walkway system within the Ciiy, utilizing on-street and off-street routes to connect major recreation and �hopping areas. This allows opportunities for residents to use alternatiWe trans- portation modes. ' A�fter extensive research, the committee com�leted its energy policy !draft in Jul�,of 1979. .It was approved by the Planning Commission and submitted �;o the �City Council.
