08/11/1980 - 00013477r;r,r� ���.s THE f4INUTES OF THE PUBLIC HEARING MEETING OF THE FRIDLEY CITY COUNCIL OF AUGUST 11, 1980 The Public Hearing Meeting of the Fridley C�ty Council was called to order at 7:30 p. m. by Mayor Nee PLEDGE OF ALLEGIANCE: Mayor Nee led the Council and audience in the Pledge of Allegiance to the flag. ROLL CALL: MEMBERS PRESENT MEMBERS ABSENT ADOPTION OF AGEN�A. Mayor Nee, Councilman Fitzpatrick, Councilwoman Moses, Mayor Nee, Councilman Schneider and Councilman Barnette None Mayor Nee requested the following items be added to the agenda: (1) Consideration of a Resolution Rescheduling the Public Hearing for Issuance of Industrial Revenue Bonds for Webb Publishing Company. (2) Rece�ving Correspondence from Jim Langenfeld Re: Resignation as chairman of the Environmental Commission and member of the Planntng Commission. (3) Receiving Correspondence and Consideration of Instructions to City Manager Re: Police Budget. MOTIOPd by Councilman Schneider to adopt the agenda with the above additions. LUTION N0. 82-1980 RENAMING HILLCREST AVENUE, LYING BETWEEN HI MOTION by Councilman Fitzpatrick to adopt Resolution No. 82-1980 renaming Hillcrest Avenue to Ashion Avenue N.E. Seconded by Councilman Schneider Upon a voice vote, all voting aye, Mayor Nee declared the motion carried unanimously. NEW BUSINESS: RESOLUTION N0. 83-1980 RESCHEDULING PUBLIC HEARING THE WEaB MOTION by Councilman Schneider to adopt Resolution No. 83-1980 Seconded by Councilwoman Moses. Upon a voice vote, all voting aye, Mayor Nee declared the motion carried una m mously. ES FROM SEWER AND WATER PRO�ECT MOTION by Councilman Barnette to adopt Resolution No. 84-1980. Seconded by Councilman Schneider. ' ' � F��j� , � PUBLIC HEARING MEETING OF AUGUST 11, 1980 PAGE 2 Counc�lman Schneider questioned how often the election �udges are updated and new judges put into the system. Mr. Brunsell, C�ty Clerk stated, to the extent possible, election �udges are selected from the l�sts submitted by the political parties. He also stated if there are not sufficient names on the lists, then previous ltsts are used for selection of the �udges. He pointed out there will be some add�tional openings, so if anyone has names to submit, they should be turned in. Councilwoman Moses questioned if there is normally an equal number of both Democrat and Republican judges. Mr, Brunsell stated, to the extent possible, there should be an even number. Mr. Brunsell stated, by adoption of this resolution, it authorizes the C�ty Clerk's Offi ce to appoint additional �udges, as needed. Councilwoman Moses pointed out there is an unequal distribution of Democrats and Republicans in some wards and precincts. Mr. Brunsell stated, in these particular cases, they are short �udges and still need additional appo�ntments. UPON A VOICE VOTE TAKEN ON THE ABOVE MOTION, all voted aye, and Mayor Nee declared the motion carried unan�mously. � 1:17 i AND FINAL PLANS AND SPECIFICATION ITARY SEWER AND STORM SEWER PROJECT MOTION by Councilman Fitzpatrick to adopt Resolutton No. 86-1980. RESOLUTION N0. 87-1980 ORDERING IMPROVEMENT, APPROVAL OF PLANS AND OR�ERING 31 GREAT NORTHERN IN MOTION by Councilman Fitzpatrick to adopt Resolution No. 87-1980. Seconded by Councilwoman Moses. Upon a voice vote, all voting aye, Mayor Nee declared the motton carried unanimously , � !� � PUBLIC HEARING MEETING OF AUGUST 11, 19II0 PAGE 3 MOTION by Councilman Schneider to receive the communications dated August 8, 1980 from Mayor Nee, and instruct the City Manager to amend the 6udget in regard to police officers to provide those funds necessary from general city fund for increasing the authorized strength by two persons. Seconded by Councilman Barnette. Upon a voice vote, all voting aye, Mayor Nee declared the motion carried unanimously. CLAI f+1S MOTION by Councilman Schneider to authorize payment of Claims No. 192F22 through 221SO4. Seconded by Councilwoman Moses. Upon a voice vote, all voting aye, Mayor Nee declared the motion carried unanimously. TRAFFIC SIGNAL - 69th & UNIVERSITY: Councilman Barnette stated he nas received several calls regarc9ing the traffic signal at 69th and Universiiy. He stated the question being asked is why the signal isn't working. Councilman Barnette stated he has contacted Jerry Eagan of Eagan Electric and Don Bailey, in the County off�ces, and the County has ordered the equipment to place the signal in operation. He stated the activator was ordered through the State, wh�ch is apparently standard procedure, and it will probably be about six weeks before this equipment is installed so there will be some delay in operation of the signal.
