RES 1980-09 - 00006428it RESOLUTION NO. 9 - 1980 A RESOLUTION SUPPORTING THE POSITION OF POLLUTION CONTROL AGENCY PRIORITIES FOR HIGHWAY AND AIRPORT NOISE CONTROL WHEREAS, during the last decade, the health and welfare effects created by environmental noise have become of increasing concern; and 1 WHEREAS, the 1971 Minnesota Legislature mandated the Agency to control environmental noise that could be injurious to the human health or welfare, to animal or plant life, to property or would cause an unreasonable interference with the enjoyment of life or property; and WHEREAS, some noise problems should be addressed at the local level; and WHEREAS, staff and budget constraints dictates that the Agency's noise control program be limited in scope. THEREFORE, BE IT RESOLVED, that the primary responsibilities of the Agency's noise program are to provide technical assistance to local communities so that they may better address local noise problems and to limit the staff's noise effort to those areas -- highways and airports -- which are not solely local in nature and can be better regulated at the state level.
