RES 1980-20 - 0000644427 RESOLUTION NO. 20 - 1980 A RESOLUTION ORDERING IMPROVEMENT, APPROVAL OF PLANS AND ORDERING ADVERTISEMENT FOR BIDS: STREET IMPROVEMENT PROJECT ST. 1980 - 1 WHEREAS, Resolution No. 126 -1979 adopted on the 5th day of Novemeber 1979 by the City Council, set the date for hearing on the proposed improvements (Siverts Lane), as specifically noted in the Notice of Hearing attached thereto for reference as Exhibit "A ", and WHEREAS, all of the property owners whose property is liable to be assessed with the making of these improvements (as noted in said notice) were given ten (10) days notice by mail and published notice of the Council Hearing through two (2) weekly publications of the required notice, and the hearing was held and the property owners heard thereon at the hearing as noted in said notice; and WHEREAS, Resolution #139 -1979 adopted by the City Council of the City of Fridley ordered all of these improvements. WHEREAS, Resolution #120 -1978 adopted by the City Council of the 20th day of November, 1978 set the date for hearing on the improvements (Ashton Avenue), as specifically noted in the Notice of Hearing attached for reference as Exhibit "B" thereto, and; WHEREAS, all property owners whose property is liable to be assessed with the making of the improvements (as noted in said notice) were given ten (10) days notice by mail and published notice of the Council hearing through two (2) weekly publications of the required notice, and the hearing was held and the property owners heard thereon at the hearing, as noted in said notice; and WHEREAS, The City Council received a petition from 100 percent of the property owners whose property is liable to be assessed with the making of these improvements (7th Street and 63rd Avenue) requesting the construction of these improvements; and WHEREAS, Resolution #33 -1979 adopted by the City Council of the City of Fridley ordered all of these improvements. NOW THEREFORE, BE IT RESOLVED, by the Council of the City of Fridley, Anoka County, Minnesota as follows: 1. That the following improvements proposed by Council Resolutions are hereby ordered to be effected and completed as soon as reasonably possible, to -wit: Street improvements, including grading, stabilized base, hot -mix bituminous mat, concrete curb and gutter, sidewalks, water and sanitary sewer services, storm sewer system, and other facilities located as follows: Siverts Lane Ashton Avenue 7th Street 63rd Avenue University Industrial Park Blomberg Estates 69th Avenue N.E. to 650 Feet South 64th Way to 61st Way Mississippi Street to 63rd Avenue 5th Street to 7th Street Bounded by Main Street, University Avenue, 81st Avenue to 79th Avenue Bounded by Arthur Street, Lakeside Drive, 75th Avenue and Osborne Road j, 28 Page 2 -- RESOLUATION NO. 20 - 1980 That the work involved in said improvements as listed above shall hereafter be designated as: STREET IMPROVEMENT PROJECT ST. 1980 - 1 2. The plans and specifications prepared by the City Engineer for such improvements and each of them, pursuant to the Concil resolutions heretofore adopted, a copy of which plans and specifications are hereto attached and made a part hereof, are hereby approved and shall be filed with the City Clerk. The City Engineer shall accordingly prepare and cause to be inserted in the official newspaper advertisements for bids upon the making of such improvements under such approved plans and specifications. The advertisement shall be published for three (3) weeks (at least 21 days), and shall specify the work to be done and will state that bids will be opened and considered at 11:30 a.m. on the 17th day of April 1980 in the Council Chambers of the City Hall, and that no bids will be considered unless sealed and filed with the City Engineer, and accompanied by a cash deposit, bid bond, or certified check payable to the City for five percent (5 %) of the amount of such bid. That the advertisement for bids for STREET IMPROVEMENT PROJECT ST. 1980 - 1 shall be substantially in the standard form.
