X The Fridley Housing and Red2velopment Authority, at their March 26, 1981 public hearing meeting, approved Reso�ution HRA 6-1981 adopting the Moore Lake Redevelopment Plan and submitting this p7an for Fridley City Council approval as required by MSA Chapter 462.521. fhe HRA heard testimony at this meeting which established the eligibility of this area as a redevelopment district and led to the HRA findings that (1) the land in the district would not be made available for redevelopment without the financial aid to be sought, (2) the redevelopment plans for the redevelopment areas in the locali�y will afford maximum opportunity, consistent with the sound needs of the locality as a whole, for the redevelopment of such areas by private enterprise; and, (3) the redevelopment p�an conforms to a general plan for the development of the lacality as a whole.
