RESOURCES !MANAGEMENT DEVELOPMENT GUIDE OF THE

WHEREAS, the Metropolitan Council has submitted a Water Resources
Management Guide for surface water management within the Metropolitan
Regional Area; and
WHEREAS, the Draft Plan proposes to establish another management, review,
and approval organization for surface water actions; and
WHEREAS, the Draft Plan proposes to establish policies and programs for
regional watershed needs; and
WHEREAS, the Draft Plan recommends the authorization of surface water
management financing through increased property taxes; and
WHEREAS, the City was not involved in the development and rationale of the
Draft Plan; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Fridley
that the Draft Plan of the Metropolitan Council not be adopted until all
municipalities within the Metropolitan area assist in the review and
development of the entire Water Resources Management Development Guide.
