RES 1981-63 - 00006251G RESOLUTION NO. 63 - 1981 A RESOLUTION OF THE FRIDLEY CITY COUNCIL EXPRESSING ENVIRON- MENTAL CONCERNS IN THE DESIGN AND CONSTRUCTION OF BIKEWAYS AND WALKWAYS IN THE RICE CREEK BASIN WHEREAS, after extensive citizen participation and public hearings, the Fridley City Council adopted an overall bikeway /walkway plan for the City, ano WHEREAS, the City has invested substantial public money in the development of this approved system, and WHEREAS, the Fridley bikeway /walkway plan has been carefully coordinated with similar system plans in adjacent communities and Anoka County to achieve the public benefits of an area wide bikeway /walkway facility for purposes of recreation and alternative forms of transportation, and WHEREAS, the central system coordinating authority has been and is the Metropolitan Council, and WHEREAS, the City of Fridley did give legal notice to the Metropolitan Council that the general concept and routing of Anoka County's bikeway /walkway proposal in the Rice Creek basin was consistent with the City's system and plans, and WHEREAS, Anoka County is now in the process of preparing detailed construction plans for the Rice Creek basin, and WHEREAS, the City is concerned with the protection of the fragile ecology of the Rice Creek basin. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Fridley, Anoka County, Minnesota as follows: 1. That the City urges Anoka County to use all due care and sensitivity in the design and construction of the bikeway /walkway facilities in the Rice Creek basin to preserve the existing ecology, and 2. That the City believes local residents can offer unique insight and information concerning the ecology of Rice Creek in this area and that their imput should be activity sought and considered during the design process.
