OOUNCIL MEETII� �' AiIGUST 2, 1982 PAGE 2 Mr. Qureshi, City Manager, stated the total budget is $7,099,459 which is a 4.4$ increase aver the 1982 budget, and includes the General Funds and other Special Func]s. Mr. Qureshi stated the total General Fund budget, or operating budget for the City degartiaents, is $6,307,659 and represents a 3.9$ increase over the 1982 budget. Mr. Qureshi stated the budget includes $280,000 in revenue sharing funds to be used in the areas of City Management, Police, Fire, Naturalist, and Parks and Recreation. Mr. Qureshi stated it is anticipated there will be a sizeable decrease in revenues from Fec3eral and State funding and that is the reason a very tight, balanced budget is su�xnitted. He stated it is estimated there will be a 20.7$ decrease in State grants and aids, and only $140,000 is anticipated in revenue sharing funds, and the balance for this account is being drawn fran the reserves. Councilman Schneider asked if the increases take into account the inflation rate. Mr. Qureshi stated if the inf lation is higher than the percentage increases, there would be an actual reduction in the capability to provide these services. Councilman Schneider stated the bargaining employees haven't reached a contract and asked if there are adequate provisions in the budget for any kind of settlement they might reach. Mr. Qureshi stated they have provided what is hoped would be the cost for these services, however, if oosts are higher, they have a number of choices. Ae stated the choices w�ould be reduction of employees or cutbacks in other areas. Mayor Nee stated the budget is a very difficult task for the administration as it has to be preparec7 so far in advance of knawing what the actual revenues received will be, but it is required in the Charter that the budget be sub�mited at this ti.me and is the official start of the budget review process until the final adoption in October. Mayor Nee asked if there was an estimate on what the mill rate would be. Mr. Qureshi stated it is difficult to project, but the estimated mill levy would be around 14.4 mills. Ae stated last year the Council adopted a mill rate of 14.9 and, at least, a 1/2 mill decrease is projected. He pointed out this is a very preliminary estimate as they have no information fran the County at this point in time. No persons ir, the audience spoke regarding this proposed 1983 buclget. Mr. Boardman stated it was Staff's recommendation to approve the vacation and turn the property back to the property owner to make a more usab]e ]ot. Ms. Gabel stated the Appeals Comnission has approved variances before for the development of this piece of property; but because of financing falling through and other things happening, no development has taken place. Whi1e they were making modifications according to the state law and modifications according to the zero 1ot line, they went through the rest of the ordinance and tried to clean up the language so it was easier to read and easier to clarify what a subdivision is. They are saying a subdivision is any platting of land, any registered land survey. or any iot split. He stated that in the old ordinance, there was a lot of con- fusion in the language, so they tried to set it up in an order where they first have some related definitions, and, secondly, have a lay-out of what a subdivision is and ue�er what condit:ons are required to follow this ordinance as far as a subdivision. Mr. Boardman stated that before. any time anyane split a parcel of land that was under 2� acres, that person was required to go through a platting process. It seemed ta fier that a lot sp]it sometimes fias a very great impact on adjacent neighbors. Mr. Boardman stated that under state 1aw, a pub]ic hearing is not required for a lot sp]it. Ms. Schnabel stated she thought there should be notification on a lot split for the neighbors' protection. Mr. Boardman stated if a lot split doesn't meet City Code, it requires a variance, and a variance requires notification. But if the lot split meets all the qualifi- cations of the City Code, then the question is why should a lot split affect the neighbors and why should there be a notification to the residents? Ms. Schnabel stated she thought with a lot split they double the neighborhood density on that particular parcel of tand, a�d it happens unbeknownst to the existing neighbors. She just felt that notification to the neighbors would be the proper thing to do. Mr. Svanda stated that in laoking at the timing of the platting process, they are looking at a minimum of six months to go through the process. He felt that process was too long. ,,_ Mr. Boardman stated state ]aw allows them 120 days to go through the process. Mr. Svanda stated he would just like to see that process � little shorter, just to speed it up for the project propoer wh� typically has a lot at stake. He felt that the more time you allow, the more time you take. Ms. Schnabel noted that under "Application" on page 211-08, no fee was mentioned. Was there a plat filing fee? Mr. Boardman stated there is a fee. He stated he has been told that the City of Fridley does not have zero ld lines for 4-unit buildings. Ms. Gabel stated that was correct; however, the City is in the process right now of drawing up a townhome or that type of zoning, but they don't have it at this time. Mr. Wiggin stated he has been developing land and building in the Twin Cities, mostly in Richfield, 6]oomington, Burnsville, and for the last 15 years in Shakopee. He stated he was on an ad hoc committee that helped design a zero lot line. He thought it was going to be the coming thing, because the big problem the last 5-10 years is there have been very few apartment buildings built because there are only 4-unit mortgages. He stated the money has somewhat determined the building. Mr. Wiggin stated this will be a 4-unit building, 3 bedrooms in each unit, with tuck-under garages. Each unit will have a 2-car garage with 2 parking stalls in front of the garage, for a total of 16 parking stalls. Mr. & Mrs. Andrew Veres submitted a petition to the Appea7s Comnission.
