RES 1982-06 - 00005912RESOLUTION DETEWMNG THE NEED TO CONSTRUCT PUBLIC RECREATIONAL FACILITIES AND THE ISSUANCE OF GENERAL OELlGATICN BONDS TO PAY FOR AND CALLING ELECTION WHEREAS, the City's Park and Recreation Commission has appointed an advisory committee to study and report on the community's need for public recreational facilities, and WHEREAS, the advisory committee reported to the Park and Recreation Commission that in their opinion a recreation building is needed by the community and the Park and Recreation Commission has reported and recommended to this Council that such a building be constructed to include an auditorium, multi- purpose rooms, a senior citizens lounge, arts and crafts rooms, activity /dance rooms, a kitchenette, a running track, office space, gymnasium space, an indoor pool, whirlpool /sauna facility, racquetball /handball courts, locker rooms and other appurtenant facilities, and WHEREAS, in order to finance said improvements and acquisitions, it is necessary that bonds be issued pledging the full faith and credit of the City to their payment, and WHEREAS, in order that such bonds may be issued as general obligations, it is necessary to submit the question of the issuance to the voters of the City. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Fridley, Minnesota, as follows: 1. The City Council of the City of Fridley has been informed and has investigated the need for the construction of a multipurpose community recreational facility, and has determined and does hereby find and declare that for the City to make such improvements at an estimated cost to the City of not to exceed Four Million Eight Hundred Fifty Thousand Dollars ($4,850,000) it is necessary to finance the same by issuing bonds as authorized by Chapter 475 of the Minnesota Statutes and Section 7.15 of the Hoare Rule Charter. 2. That the question of providing monies to acquire, construct and equip said facilities shall be submitted to the voters of the City at a special City election to be held on Tuesday, the 16th day of February, 1982, and that the special election shall be held with the polls being open from 7:00 o'clock a.m. and remaining open until 8:00 o'clock p.m. on said date, and there shall be ten (10) voting pr. -Fincts. 3. The City Clerk is authorized and directed to cause printed ballots to be prepared for the use in said election in which the proposition shall be stated in substantially the following form: 1 7 1 1 1 1 OFFICIAL BALLOT 4 "At@ 04 zi n :; INSTRUCTIONS TO VOTERS: Put an (X) in the square before the word 'YES* if you are in favor of the proposition or put an (X) before the word "NO" if you are against the proposition YES SHOULD THE CITY OF FRIDL Y ISSUE GENERAL OBLIGATION BONDS IN 'JE; NO MUM OF $4,850,000 FOR ![BE CONSTRUCTION OF A COWUNiTY RECREATION CENTER?? 4. The City Clerk shall cause notice of said election to be given by publication in the official newspaper of the City for at least three weeks prior to said election and by posting said notice in at least one public place in each voting precinct in the City at least fifteen days prior to said election. The election shall be held at the usual voting places for the state general election and as set forth in Exhibit A attached to this resolution, and said election shall be held and conducted in accordance with the statutes of the State of Minnesota applicable to City elections and the provisions of the Hone Rule Charter. The Council shall meet on February 22, 1982, as required by law for the purpose of canvassing said election and declaring the results thereof.
