Mr. Darth stated out of 79,000 governmental entities, only 362 have achieved Lhis aWard. He tl�rther stated there are 11 states Where no aWards have been given and 17 others in the State of Minnesota� besides Fridley, received the award. Mr. Darth stated that Fridley bas received the aWard for txo years which ia quite an accomplishment. - EINANCIAL REPORTING ACHIEVDyfENT AWARD - RICHARD D. PRIBYL, FINAH�E _, QFFICERt Mr. Darth presented an axard for financial reporting achievement to the City'a Finance Officer, Richard PriDyl, xho was responsible for the Comprehensive Annual Financial Report. Mayor Nee stated this is a great credit to Rick Pribyl, the Finance Officer, and also to tbe City Clerk, Sid Inman, and the City Manager, Nasim Qureshi to establish the precedent of superior accounting, and he extended the Council'a appreciation. Robert Minton presented a booklet entitled� "An Access Guide to Friendley Fridley"� which makes information available to the disabled persons in Lhe City regarding places which are accessible to Lhem. Mr. Minton atated tbis booklet xas the aceomplishment of the AccessiDility Committee established by the Human Resources Commission. Mr. Minton stated a survey Was done of over 100 Duildings in the City and they had great cooperation from the Duilding managers and the businesses in the City. He stated letters were sent to each of these places telling them xhat could be done� if they vanted to make their Duilding more accessiDle to the handicapped. Mr. Minton staLed the cammiLtee memDers trorked very hard and a lot put in extra hours, and Julie Quarve-Peterson xaa very valuable to the committee with her knoxledge and input and taking care of the printing. Mr. Hinton stated Lhe bookleL list� the donors xho contributed to make thia project possible, and they xere especially grateful to the Ladies Auxiliary of V.F.W. Post 363 xho donated �1,000 and the 11.F.1i. Post 363 �rho donated �500, aa xell as Medtronic xho donated the use of their equipment for the printing. Mr. Minton stated Mary Cayan staffed the committee and he Was very impressed �rith her and the �rork put into this projecL. He stated one Lhing ihey learned was that Minnesota is the best place to live if you are disabled as there are publie larrs as xell as the people's willingness to eliminate barriers for Lhe handicapped. He stated he hoped Lhis Dooklet Would contribute to the quality ot life of disabled persons in the City, � ► r � � : � . � � � pAGE � Nayor Nee stated the booklet xas a very impressive piece of Work and felt it ahould be circulated. Councilman Barnette felt the establishments xho don't Dave the provisiona of accessibility for the handicapped should be made aWare ot the requirementa. Nr. Minton atated one more meeting vill be held of the committee to discu�a ' •• these topics� as well as distribution of the booklet. Councilman Schneider stated the Dooklet shoxs a lot of Work Was done by the committee and that they were dedicated to thia projeet. Mr. Lynn Boergerhoft� co-chairman of the International Year of Disabled Persona, stated their committee has completed a survey and the goals of this survey were to identify disaDled persons in the Cfty and their concerns. He stated the proposed booklet points out some of the things which disabled persons in the City Were concerned about auch as a lack ot accessibility and transportation. Mr. Boergerhoff stated many of these persons, because of their income, could probably benefit from the community development block grant funda. Hayor Nee thanked Hr. Boergerhoff for their xork and for coming in and keeping the Council informed. Mr. Qureshi� City Manager, atated the committees and volunteers did an excellent Job and letters of commendation fo� those xho served on the committee xill be suDmitted for Council approval. Richard Harris, 6200 Rivervie� Terrace, stated he Was here this evening to ask the Council to delay the imposition of this ordinance. He stated a meeting was held last Saturday �ith several of the building owners and developers in the City and they asked him to come this evening to speak regarding their concerns. Mr. Harris stated he hoped this item can be tabled and discussed at a conference meeting when theq could present some input. liayor Nee stated this could be discussed at the conference meeting on January 31, and the Planning Commission and Chamber of Commerce could be invited and anyone else xho may Want to participate in the discussioa. Mr. Flora stated the Planning Commission considered this item at their December 22, 1g82 meeting and recommended approval rrith a stipulation that additional land survey footage be provided in front of Holiday Warehouse aiong 5?th Avenue� and there be a truck parking area designated and properly acreened. Hr. Flora stated, in conjunetion �ith this plat, there xas also a variance request to reduce the parking stalls, and the Appeals Commission recommended Lhat g50 stalls be auLhorized. Mr. Flora stated staff has met xith representatives of Holiday Warehouse and aeveral items Were agreed upon� as outlined in the memo dated January 20, 1g83 from Rent Hill to Hr. Qureshi, which he reviexed Por the Council. Hr. Flora stated� as far as the issue on driver�ay entrancea, the proposed plaa has been submitted to the County tor their approval, hoxever, the City has not had a response from them at this time. Hr. Mr. flora presented a plan regarding the parking for Holiday Warehouse and stated it provides for 950 parking atalla. Councilman Fitzpatrick stated he has discussed this variance with he Chairman of the Appeals Commission and found that she personally visited the Holiday Warehouse store and counted the number of cars in the parking lot over the holiday shopping season and found aDout 550 one �+eek and 400 the next �reek. Flora, Public iiork� Director, stated the Council approved a speeial use permit last January to permit a mobile home sales lot. He stated� in conJunction with this special use permit� there xere several stipulations that the rear area of the lot be cleaned up; screening to be provided for the refuse containers and propane tank; hard surface areas be maintained; the drainage easement question be resolved; and both property owners share equally in the installation of a fence at the time of development of the property Lo the north. Hr. Flora stated� Decause of the xeather, a lot of the stipulations can�t be eompleted at thia time, therefore� he rrould suggest if the Council wished to extend this apecial use permit for six montha in order to give sLaft aa opportunity to xork with the property oWner on these item�. Mr. Nax�►ell� oxner of the property, atated he mst with Rent Hill of the City staff and the screening has been compliec� with. Nr. Maxwell stated, as far aa the clean-up, his prior tenanL didn'L do a very good job and he apent in excesa or �3,000 to have the area cleaned. He further stated the blacktopped area haa some cracks, Dut no holes, an i� well maintained. Mr. Maxxell stated there was no discussion of a drainage easement, Dut of a man-hole in this area. Nr. Hax�rell stated he has agreed to meet with the City staff in Apri2 regarding these items, and felt things should be resolved by the end of April. Councilman Schneider stated staff atill has concern regarding the clean-up and stated there were several dilapidated storage sheds on the property. Hr. Max4re11 stated these storage �sheds� are add-ons to mobile homes and are there sometimes because of a trade-in. He felt these may be there on a continuing basia. Mr. Qureshi, CiLy Manager, sLated staff xould meet Kith Lhe oWner and try to vork out the issues. In reviewing these improvements on 66th Avenue we find that there is no benefit to park property on Rice Creek that fronts Central Avenue. In talking with your special assessment people they have informed us that we could be assessed approximately $1,5U0 for this project. We would ask that you enter into the record at the hearing on February 7, 1983, Anoka County Park Department's objection to this assessment. Again, the reason for our objection is that we can find no benefit whatsoever to the park land. Qureshi, City Manager The Dairy Queen operation on University and Mississippi Street is requesting five variances in order to construct a drive-thru window. The plans worked out with the owner improves the t�lississippi area by elimination of driveways and increased landscaping. The Appeals Comnission has reco�ended approval of the variance with one stipulation "that a Do Not Enter sign be place upon the driveway at the drive-thru." While the variance from the requirement for concrete curbing was discussed, it was not included in their recommendation; they also informed the petitioner that the request would be heard by the City Council on February 7, 1983. The owner indicates he is aware of the future development plans for this area but feels that this construction cost would be justified within the next two years. Accordingly, the City Council may want to consider a stipulation pertaining to the future acquisition of this property. Ms. Gabel asked if the shed was going to stay and Mr. Fitch said it would stay as it is a storage s�ed. Ms. Gabel felt the driveway was a little narrow and Mr. Clark said it is adequate for one-way traffic. Ms. 6abe1 noted ��at some of t�e parking never seems to be utilized while there is usually a traffic jam in t�e other parking area. Ms. Gabel felt there should be some kind of barriers up and Mr. Fitch said they will be planting shrubs and bushes across the full front of the lot and they will be using landscaping timbers as borders with rock to maintain the shrubs and bushes and 8" blocks as 6arriers. Ms. Gabel said there is a lot of traffic in the summer and asked how long Mr. Fitch thought a car would wait in the drive-thru. Mr. Fitch said they thought this would help unclog the area by trying to get people to flow out the rear driveway which would help that corner and that all of the parking would move to the back. He said they figured that 50 percent of t�eir business would go through the drive-thru. Ms. Gabel asked how wide the entrance driveway is and Mr. Clark said it is 30 ft. wide. Mr. Fitch said someone could still pull into the lot if there are cars in the drive-thru. Ms. Gabel asked about costs and Mr. Fitch said t�ey could get the whole thing done for a6out � 4,000 and that they are minimizing their costs in view of what may happen in the area in the next couple of years. Mr. Barna asked why they needed narrower stalls and Mr. Fitch said they are narrower to maintain the num6er of stalls needed and the existing stalls are 9 ft. He said they wuuld lack one stall if they expanded to 10 ft. and they will 6e putting in a handicapped stall by the driveway which will be an �$ ft. stall. Ms. Gabel noted they will just meet the parking need if they are granted the variance. Mr. Fitch said with 18 ft. there is still room for people to drive through. Mr. Fitch said they hope to have this done by the time they open the first of March. Mr. Betzold said it seems inevitable that someone will bump into someone else. Mr. Fitch said they have never had an accident in the 20 years they have been there. Mr. Betzold asked about the lighting. Mr. Fitch said they have security lighting over the 6ack door. Ms. Gabel said traffic has always been a problem there and what a6out making an "entrance only" and an "exit only." Mr. Clark suggested ti�at tl�ey try this first and if it is a problem they could make it strictly an entrance (north) and exit (south�. Mr, Fitch said usually people cut across tf�e top and go out the otber side and they will not be able to do that anymore and tf�ese changes will keep people going at a proper flow and they plan to put up tbe "one way, do not enter" signs. He also said the lot is more like 155 ft. long. He further stated that they are not going to put • up a speaker system, which runs a bout $3,500, as they don't know how the drive- thru is going to work yet. if things go well and there is redevelopment in the area then tf�ey will put up a speaker system. Mr. Betzold said the only thing that bothered him were the narrow parking stalls. Mr. Barna said he had no problems with the changes and that closing off the driveway on Mississippi Street would be an improvement. Ms. Gabel said she could see their need to do this to compete with other busi- nesses and there is a large demand for drive-thrus and this may also be a way to facilitate traffic and free up the corner and that the petitioner fully understands that there may be redevelopment in the future. Recor.mendation - 1983 Diseased Tree Program Dr. Boudreau stated it is again time to look at the Diseased Tree Program. He stated last year the program was somewhat reduced with the hoMeowners paying for the removal of diseased trees on their property and the City was not being reimbursed from the State for the tree removal program. Dr. Boudreau stated that on June 30, 1982, the City received a letter from the Dept, of Agriculture stating the Shade Tree Program has bpen eliminated by the Minnesota Legislature. He stated a decision was needed for the Parks b Recreation Department for the year 1983 as far as providing a shade tree program according to the City's local ordinance. By ordinance, the City must provide a program, stating the homeowner will bear the cost of removal of trees on the homeowner's property and the City will bear 50% of the cost of removal of trees on the boulevard. On�public lands, the City removes the trees at City expense. Dr. Boudreau stated that in reviewing the total program last year, monies spent were �41,746. Out of that, they took in �14,800 and certified for payment on the taxes 516,100 for a total of �30,900. The program had a direct cost to the City of close to $11�000. In view of the ec�nomic times and since there is no reimbursement program from the State, he felt it would be prudent for the City to eliminate or cutback its shade tree program for 1983, yet try to encourage the citizenry to be aware there is still a problem and to try to make it a voluntary program in the City of Fridley. When people have problems with their trees, they can ca11 the Citv, and the tree inspector will go out and advise them on possible actions. On public lands, the City should try to remove what they can in-house with their own personnel. Mr. Young stated that from what he has seen and read, no amount of money is going to stop Dutch Elm disease,and this is probably money that is just being wasted. He would rather see the money spent in some other areas that better benefits the citizens of Fridley or even in reforestation within the community. NOTIDN BY MS. SEEGER, SECONDED BY MR.
