MOTION by Councilman Fitzpatrick to accept the Statement of Canvass. Seconded by Councilm�n Hamernik. Upon a voice vote, all voting aye, Mayor Nee declared the motion carried unanimously. RFSOLUTION N0. 106-1983 C1ai,i,ING FOR A PUBLTC NEARING ON A PROPOSAL I'OR A COMMERCIAL FACILITIES DEVELOPMENT PROJECT PURSUANT TO THE MINNESOTA MUNICIPAL INDUSTRIAL DEVELOPMENT ACT AUTHORIZING THE PUBLICATION OP A NOTICE OF Tf3E HEARING (INZREGA BOILT II. INC1.: Mr. Qureshi commented that he had met with Mr. Don Staley, Staley Companies, and his architect about putting a hotel at the 100 7iain Drive-in location. They ap�rently had reached a tentative agree�nent with the aaner and were here tonight to ask the City Council to hold a public hearing on 9.9 million dollar Industrial Develognent Bond. In the audience and introduced to the Council was Mr. Roger Wayne, Juran and Moody, Mr. Don Staley and his wife Helen. Mr. Staley said that they have put in about twenty hotels in ten years and they are the upper type hotel. He is not certain what type of hotel he is going to put in Fric7ley, ' either a R��unada, Sheridan, or a hotel of that standard. It is going to be a 202 room hotel site because it has to sta�r inside the $10,000,000 Industrial Develo�anent Bond cap. He stated he has developed Nlidway Hotels and also has developed motels/hotels in Wisconsin. He stated he has met with Mr. Herringer the owner of the property and that they haa agreed in principle on a price. He said his purpose ior hurrying through the IDB process is the potential change in the Legislation which would limit IDB's. P7r. �,iureshi said that he had talked to Mr. 3taley and stressed two items to him about the developnent: 1) The residential property to the north must be buffered; and 2) We need to do a traffic analysis, He said that while they are only here to discuss the hotel tl�e entire development will be looked at with these two concerns in mind. Councilman Barnette asked how much will it take to build the hotel portion. Mr. Staley answered that nine acres will be available for the hotel. He would like to build a 300 room hotel but he could not l�ecause of the IDB's laws. He would also like to go higher. P4r. oureshi said that he recommended that he not go higher because it would require a Special U�e Permit. Mr, qureshi said there would be no problem as the buildiny would have a sprinkler system. Mr. Staley said that every building that he builds has sprinklers installed, Councilman Barnette wanted to now whether the State Highway Department would agree to any changes we make in the roads. Mr. Qureshi said t hat we will work out some plans that will be benef�cial to both of us. Councilman Sarnette asked whose responsibility is it to work on the road, the developers or the City. Mr. Qureshi answered the City. Councilman Fitzpatrick asked how many acres there are and Mr. �iureshi � answered over thirty acres of commercial land and there is a strip of land zoned R-1 between the develognent and the residents. Mr. Staley said that at the current time Mr, Herringer is working with a planner to come up with a total site develognent. MO'!'ION by Councilman Barnette to adopt Resolution No. 106-1983 and set the public hearing for December 5, 1983. Seconded by Councilmam Hamernik. '�/Y�I�i ••� • • � � AI � •�U �I�Y Councilman Hamernik stated that he had been in contact with Mr. Bob Schroer and wanted to know if the City would help with potential property develognent in bad soil and it was going to cost $60,000 to correct the bad soil. This was a commercial develognemt on about 2 1/2 acres. Mr. Qureshi gave the background of fihe property and the Council said that they would agree to make it an economic develognent area, therefore, limit it to eight years and that he could negotiate for up fifty percent of the total cost for soil correction.
