RESOLUTION NO. 112 - 1983
RESOLUTION DECLARING BLOCK Z, BLOCK AA AND BLOCK BB
RIVERVIEW HEIGHTS ADDITION A "DETERIORATED AND BLIGHTED
AREA"
WHEREAS, the City Council of the City of Fridley has approved the
' establishment of "Creek and River Preservation District Regulations" under
Ordinance No. 555 adopted on December 10, 1973; and
WHEREAS, the district regulations were established to promote the public
health, safety and general welfare by minimizing losses due to periodic
flooding and eliminate the obstruction to flood flow that would cause hazard
to life and property; and
WHEREAS, the flood insurance study for the City of Fridley prepared by the
Federal Insurance Administration dated September 2, 1980 has shown the Blocks
Z, AA and BB, Riverview Heights Addition are in a Flood Hazard Zone A -12 and
designated as a Floodway; and
WHEREAS, all structures used for human habitation in a floodway are
non - conforming and cannot be rebuilt if destroyed nor built on any existing
vacant property; and
WHEREAS, the City Council has used the State definition of "deteriorated
areas" under Chapter 462 of the Mn. State Statutes in determining blight and
blighting conditions for all of its declared "blighted districts ".
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Fridley
hereby declares Blocks Z, AA & BB, Riverview Heights Addition which has both
developed and undeveloped properties which by definition is blighted by
conditions of unusual and difficult physical characteristics; by virtue of its
location causes potential hazard to life and property; and structures, by
obsolescence and deleterious land use, are detrimental to the safety, health
and welfare of the community.
