RES 1983-47 - 00005705RESOLUTION NO. 47 - 1983 RESOLUTION DIRECTING PUBLICATION OF HEARING ON PROPOSED ASSESSMENT ROLL FOR STREET IMPROVE M PROTECTS ST. 1982 -1 AND 1982 -2 WHEREAS, by a resolution passed by the Council on May 2, 1983, the City Clerk was directed to prepare a proposed assessment of the cost of street ' improvements including grading, stabilized base, hot -mix bituminous mat, concrete curb and gutter, incidental storm sewer work and other facilities. WHEREAS, the Clerk has notified the Council that such proposed assessment roll has been completed and filed in his office for public inspection. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Fridley, Anoka County, Minnesota, as follows: 1. The City Council shall meet at the City Hall in the City of Fridley, Anoka County, Minnesota, on the 6th day of June, 1983, at 7:30 p.m. to pass upon the proposed assessment for: STREET IMPROVEMENT PROTECTS ST. 1982 -1 AND 1982 -2 2. The City Clerk shall publish notices of the time and place of meeting in the official newspaper of the City at least two (2) weeks prior to such meeting. At said hearing the Council will consider written or oral objections to the proposed assessments for each of said improvements. The general nature of the improvements and each of them is the construction of water mains and services, sanitary sewer laterals and services, storm sewer, and related appurtenances located as follows: ST. 1982 -1 Heather Place Heather Circle University Avenue Service Drive 69th Avenue Starlite Circle 78th Avenue (overlay) 79th Avenue (overlay) ST. 1982 -2 73rd Avenue Northeast Old Central Avenue to the East Heather Place to the South 69th Avenue to the Community Parking Lot University Avenue to 69th Place Satellite Lane to the North Main Street West to Railroad R101W Beech Street to Railroad R/0 /W 300 lineal feet East and West of intersection of University Avenue at 73rd Avenue The area proposed to be assessed for said improvements and each of then is all that land benefited by said improvements or each of them and lying within the general area above noted. Said improvements will be assessed against the properties within the above noted areas in whole or in part proportionately to each of the lands therein contained according to the benefits received. pp BCC a 1 Page 2 - Exhibit A - Resolution No. 47 - 1983 A property owner may appeal an assessment to the district court by serving 89 notice of the appeal upon the City Mayor or Clerk within thirty (30) days after adoption of the assessment and filing such notice with the distrit court within ten (10) days after service upon the City Mayor or Clerk; however, no appeal may be taken as to the amount of any individual assessment unless a written objections signed by the affected property owner is filed with the City Clerk prior to the assessment hearing or presented to the presiding 1 officer at the hearing.
