RES 1984-64 - 00005450133 RESOLUTION NO. 64 - 1984 A RESOLUTION REQUESTING THE ENVIRONMENTAL QUALITY COMMISSION TO DESIGNATE THE MINNESOTA POLLUTION CONTROL AGENCY TO DO THE ENVIRONMENTAL ASSESSMENT WORKSHEET FOR THE ANOKA COUNTY-BLAINE AIRPORT EXPANSION WHEREAS, on June 7, 1984, there will be a critical decision made by the Minnesota Environmental Quality Board (MEQB) relating to the future status of the Anoka County - Blaine Airport; and WHEREAS, at present, the Metropolitan Airports Camiission (MAC) is designated as the responsible governmental unit (RGU) to do the Environmental Assessment Worksheet (EAW); and WHEREAS, this designation was an interim decision made by the Chairman of the MEQB and is open to discussion before the full membership of the MEQB under their rules, 6 MCAR, Subsection 3.024(F), which provides that the MEQB may designate a different RGU for the preparation of an EASY if the MEQB determines that the designee has "greater expertise in analyzing the potential impacts of the project;" and WHEREAS, the MAC is the proposer of the plan to expend the Anoka County- Blaine Airport and as such has more than an impartial interest in this important environmental study; and WHEREAS, the June 71 1984 MEQB decision on this matter is critical to the whole environmental review process for the implementation of the Master Plan approved by MAC and the Metropolitan Council in 1983; and WHEREAS, the Minnesota Pollution Control Agency (MPCA) is an impartial agency with the greastest overall expertise to analyze the many environmental ' questions raised by the MAC proposal; and WHEREAS, the City of Mounds View has proposed that the MEQB replace the MAC with the MPCA as the responsible governmental unit to prepare the necessary EIS. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Fridley that the City of Fridley supports the proposal put forth by the City of Mounds View which states that the MEQB should designate the MPCA as the responsible governmental unit (RGU) for preparation of both the EAW and /or a subsequent Environmental Impact Statement (EIS) regarding the MAC proposed plan to expand the Anoka County - Blaine Airport in accordance with the Master Plan approved by both the MAC and the Metropolitan Council.
