RESCLUTION TO PROCEED WITH A D.E. E.D. GRANT TO SUPPORT 21
ENERGY CONSERVATION PROGRAM
WHEREAS, Fridley's Comprehensive Plan encourages city promotion of energy
related hone improvement programs; and
WHEREAS, the Minnesota Department of Energy and Economic Development
(D.E.E.D.) has a grant program to assist municipalities in such programs; and
WHEREAS, Minnegasoo may help fund a "House Doctor" weatherization program for
low and moderate income households; and
WHEREAS, the Minnesota Housing Finance Agency will provide grants to rental
properties for a Fridley Administered rental rehab program; and
WHEREAS, the D.E.E.D, grant money is contingent upon the City establishing a
special project committee or Energy Council consisting of representatives of
labor, small business, volunteer organizations, senior citizens, and low and
moderate income residents; and
WHEREAS, the D.B.E.D, grant money could be used to fund a staff person to help
coordinate the aforementioned energy conservation programs.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Fridley
that:
1, staff should proceed with the necessary steps to recruit the required
individuals to serve on the aforementioned Energy Council to deal with the
proposed Energy Conservation Program; duration of this Energy Council to
coincide with the program's existence.
' 2. Staff shall make application to the Minnesota Department of Energy and
Economic Development Department for a grant to fund the administrative costs
of these programs.
3. The City of Fridley act as sponsoring unit of goverrment for the project
titled "Fridley Residential Energy Conservation Project" to be conducted
during the period of May 1, 1985 to May 1, 1986. The Fridley Planning
Coordinator is hereby authorized to apply to the Minnesota Department of
Energy and Economic Developnent for funding of this project on behalf of The
City of Fridley.

4. The City of Fridley enter into a grant agreement with the State of
Minnesota for the project named above if the applicant is successful. The
Planning Coordinator is hereby authorized to execute certificates as required
and execute such agreements as are necessary to implement the project named
above.
