RES 1985-96 - 00005261210 A RESCLUTION IN OPPOSITION TO A WASTE TO ENERGY SOLID ' WASTE FACILITY OR A RESOURCE RECOVERY FACILITY OR A WASTE TRANSFER STATION FACILITY IN THE CITY OF FRIDLEY WHEREAS, the City of Fridley supports the need to process solid waste and reduce the demand for landfill requirements; and WHEREAS, the Anoka County Board of Commissioners has established a Solid Waste Project Team to recommend sites for location of a Waste Energy Solid Waste Facility; and 1 WHEREAS, the Solid Waste Project Tenn will also rend sites for a Resource Recovery Facility; and WHEREAS, the Solid Waste Project Team will also recommend sites for a Transfer Station Facility; and WHEREAS, a potential site for the above facilities has been identified in the City of Fridley, west of Main Street and north of 81st Avenue; and WHEREAS, this potential site is located between Stonybrook and Spring Brook creeks; and WHEREAS, the soils in this area have a very high water table and are extremely pervious and susceptible to contamination; and WHEREAS, the soils in this area are not conducive to construction; and WHEREAS, the potential site is in close proximity to the City's Springbrook Nature Center; and WHEREAS, past studies have indicated the unsuitability for location of waste handling sites in this area; and WHEREAS, the surface runoff from this area enters the adjoining Spring Brook and Stonybrook creeks; and WHEREAS, these creeks flow into the Mississippi River upstream of the Minneapolis & St. Paul Municipal Water Works; and WHEREAS, the Council and the citizens of the City of Fridley have gone on record in opposition to any type of waste facility being located in this area, NOW, IHEREFORE, BE IT RESCUED, that the City Council of the City of Fridley does not support the siting of a Waste to Energy Solid Waste Facility or a Resource Recovery Facility or a Waste Transfer Station Facility within the proposed site selection area located in the City of Fridley because of the extremely high risk to surface water, ground and subsurface water contamination, and possible degradation of the water source providing potable water to the cities serviced by the Minneapolis & St. Paul Water Works; and 211 Resolution No. 96 - 1985 - Page 2 FURTHER, BE IT RESOLVED, that the City Council of the City of Fridley hereby requests the proposed site within the City of Fridley be eliminated from future consideration by the Anoka County Solid waste Project Team and the Anoka County Board of Commissioners.
