WHEREAS, North Park Estates requires a mandatory environmental assessment
worksheet because of the number of units and amount of sanitary sewer
generated by the project; and
WHEREAS, the City of Fridley is the responsible governmental unit for
preparation of the North Park Estates environmental assessment worksheet under
EQB rules governing environmental review; and
WHEREAS, the City of Fridley has prepared an environmental assessment
worksheet for North Park Estates; and
WHEREAS, the City has published notice of the availability of the EAW for
public review and distributed the EAW for comment in accordance with EQB
rules; and
WHEREAS, notice of availability of the EAW for review was published by the EQB
in the November 3, 1986 EQB Monitor; and
WHEREAS, the thirty day period for review and comment on the EAW terminated on
December 3, 1986; and
WHEREAS, the City has reviewed written comments submitted to it during the
thirty day review period; and
WHEREAS, the City has considered the type, extent and reversability of
environmental effects of the project; and
WHEREAS, the City has considered the cumulative potential effects of related
or anticipated future projects; and
WHEREAS, the City has reviewed the extent to which the environmental effects
of the project are subject to mitigation by ongoing public regulatory
authority; and
WHEREAS, the City has considered the extent to which enviromnental effects of
the project can be anticipated and controlled as a result of environmental
studies undertaken by public agencies or the project proposer; and
WHEREAS, the City staff has prepared proposed findings of fact and conclusions
regarding this matter; and
WHEREAS, the Council has considered all the above and concludes that the North
Park Estates project does not have the potential for significant environmental
' effects.

' WW, THEREFORE, BE IT RESOLVED that the City Council of the City of Fridley
hereby adopts a Negative Declaration finding that a full environmental impact
statement for the North Park Estates project is not required.
