' RESOLUTION NO. 5 - 1987
RESO.UIION OF APPLICATION AND AUTHORIZATION TO EXECUTE
AGREHN$TT AND CERTIFICATIONS FOR D.E.E.D. GRANT
WHEREAS, the City's comprehensive Plan and City Code encourages energy
conservation and the diversion of solid waste from landfills; and
WHEREAS, the Department of Energy and Economic Development has a grant program
available to assist municipalities in the development, implementation,
promotion, and evaluation of energy and recycling programs; and
WHEREAS, the City is interested in promoting energy conservation for all
residential citizens; and
WHEREAS, the City plans further development, promotion and implementation of
the recycling programs for area residents; and
WHEREAS, the Metropolitan Council and Anoka county contributes a portion of
the necessary funding for the recycling programs; and
WHEREAS, the D.E.E.D. Community Energy Council grant fund shall be used for
administration, promotion and implementation of the proposed programs; and
' WHEREAS, the City will establish a Community Energy Council to coordinate the
management of the grant through the Environmental Quality Commission and the
Energy Commission.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Fridley that
staff shall make application to the Minnesota Department of Energy and
Economic Development for a grant not to exceed $15,000 and to include a local
match of at least 10 %; and
BE IT FURTHER RESOLVED that the City of Fridley shall act as the sponsoring
unit of government for the Fridley Residential Recycling and Energy
Conservation Project (FRRECP) to be conducted during the period of March 1987
to March 1988. The City of Fridley Community Development Director is hereby
authorized to apply to the Mn D.E.E.D. for funding of this project on behalf
of the City of Fridley; and
BE IT FURTHER RESOLVED that the City of Fridley shall enter into a grant
agreement with the State of Minnesota for the project named above, if the
application is successful. The Community Development director is hereby
authorized to execute certificates as required and execute such agreements as
are necessary to implement the project mentioned above.
