RES 1987-51 - 00004671RESOLUTION 51 - 1987 RESOLUTION APPROVING I -694 LAYOUT IDENTIFIED AS LAYOUT NO. 16, S.P. 0285 -49 (694 -393), S.P. 2787 -16 (694 =393), FEDERAL PROJECT IR 694 -5 (102) WHEREAS, the Commissioner of Transportation for the State of Minnesota has prepared: plans, special provisions, and specifications for the improvement of Trunk Highway No. 393, renumbered as Trunk Highway No. 694, within the corporate limits of the City of Fridley, from the West Corporate limits to East River Road; and seeks the approval thereof; and WHEREAS, any grading or filling required by this project is deemed to be consistent with the requirements of the Interim Development Regulations for the Mississippi River Corridor Critical Area administered by the Minnesota Environmental Quality Board; and WHEREAS, the City Council by Resolution 8 -1985 and Resolution 39 -1987 approved the preliminary layout for the improvement of I -694; and WHEREAS, the City Council identified in their resolution that appropriate noise abatement measures were to be included in the areas identified in the MnDOT Environmental Assessment of the project; and ' WHEREAS, the City and District 5 conducted two neighborhood informational meetings on the noise levels within the Innsbruck area of the Environmental Assessment; and WHEREAS, no plat covenants exist precluding the installation of noise walls adjacent to the Innsbruck North Second Addition; and WHEREAS, the improvement of I -694 will be accomplished in several phases. NOW, THEREFORE, BE IT RESOLVED that said plans and special provisions for the first phase improvement of said trunk highway within the westerly corporate limits of the City extending eastward to East River Road (Reference Point 35 +00.967) be and hereby are approved including the elevations and grades as shown and consent is hereby given to any and all changes in grade occasioned by said construction. Page 2 - Resolution No. 51 - 1987 ' BE IT FURTHER RESOLVED that the City does hereby agree to require the parking of all vehicles, if such parking is permitted within the corporate limits of said City, on said Trunk Highway, to be parallel with the curb adjacent to the highway, and at least 20 feet from any crosswalks on all public streets intersecting said trunk highway. BE IT FURTHER RESOLVED that a grading permit for this phase of work is hereby approved by the City. AND BE IT FURTHER RESOLVED that the Commissioner of Transportation will attempt to resolve the outstanding noise issue concerns with the City and the affected Innsbruck North Second Addition neighborhood with the understanding that if a resolution is not achieved, no assurance is made by the City for future approvals of the improvements for the remaining phases of the construction project on Interstate I -694.
