RESOLUTION NO. bl - 1987
FINDING OF A NEGATIVE DECLARATION FOR A FULL ENVIRONMENTAL
IMPACT STATEMENT FOR TARGET NORTHERN DISTRIBUTION CENTER
EXPANSION (T.N.D.C.E.)
WHEREAS, T.N.D.C.E, requires a mandatory environmental assessment worksheet
because of the expansion of an existing industrial facility by more than
300,000 square feet in a City of the second class; and
WHEREAS, the City of Fridley is the responsible governmental unit for
preparation of the T.N.D.C.E. environmental assessment worksheet under
Environmental Quality Board (EQB) rules governing environmental review; and
WHEREAS, the City of Fridley has prepared an environmental assessment
worksheet for T.N.D.C.E.; and
WHEREAS, the City has published notice of the availability of the EAW for
public review and distributed the EAW for comment in accordance with EQB
rules; and
WHEREAS, notice of availability of the EAW for review was published by the EQB
in the May 18, 1987 EQB Monitor; and
' WHEREAS, the thirty day period for review and comment on the EAW terminated on
June 17, 1987; and
WHEREAS, the City has reviewed written comments submitted to it during the
thirty day review period; and
WHEREAS, the City has considered the type, extent and reversability of
environmental effects of the project; and
WHEREAS, the City has considered the cumulative potential effects of related
or anticipated future projects; and
WHEREAS, the City has reviewed the extent to which the environmental effects
of the project are subject to mitigation by ongoing public regulatory
authority; and
WHEREAS, the City has considered the extent to which environmental effects of
the project can be anticipated and controlled as a result of environmental
studies undertaken by public agencies or the project proposer; and
WHEREAS, the City staff has prepared proposed findings of fact and conclusions
regarding this matter; and
WHEREAS, the Council has considered all the above and concludes that the
' T.N.D.C.E. project does not have the potential for significant environmental
effects.

' NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Fridley
hereby adopts a Negative Declaration finding that a full environmental impact
statement for the T.N.D.C.E. project is not required,
PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF FRIDLEY THIS 3RD DAY OF
AUGUST, 1987
