� E'ebrtmry 8, 1988 as Fbreic� Exchange Student Week in Fridle�. He ,tated the
student exchange program is sponsored tsy the American Field Service and
three studer�t.s are presently attending high schools in Fridley.
Mayor Nee presented these proclamations and the Fridley VFW pre5ented 12
miniature American flags to the follaaing foreicgi exchange student�:

Warivi� Sirihong, �hailand
Thanas Stangl, Austria
Ms, Merino stated her home was in Santiago, Chile and she is attending
Totino-Graoe High School. She stated it has been a good experience to L-e in
this wimtry and get to Imow the people and arx�ther culture.
Ms. Sirihong stated hen c�me is in Bangkok, Zhailand and that she has teen
here six months. She stated she was living with her hast family in
Shoreview ann attends Totino-Graoe High School. Ms. Sirihong stated she has
made a lot of friends and is laarning about American culture, She stated
one of her great experiences has been the snow and this year will be a
menory for all her life.
Mr. Stanql stated he is from Austria and lives in a small town near the
border of Saitzerland. He stated he attends Friclle3 High Schoul and lik.es
the school and studems. Mr. Stangl statecl he is involved with the ca61e

Mr. lmbertson, Q�mmimity Developnent Directcr, stated this ordira nce �dates
the tuilding code, which is actually acb pted lx the State of Minnesota. 7he
City is required by State law to enforce that code. He state� the fee
schedule, which is Fert of the ordinanoe, 6eoomes effective Nhy 1, 1988.
Mr. Rabertson stated sinoe the first reading of the ordinance, there has
been an update on the fee schedule for lancl alterations. He stateci the
first reading of the ord�.r�noe mntaired the 1982 fee schedule and an upcl�te
has been received and is included for the seoond reading of the ordinanae,
Co�cilman Fitz�atrick asked if the entire k�uilcli.ng code was included. Mr.

' Mr. I�l�ertron statec the site area was approximately 1.3 acres, the building
ar� was 11,440 s3uare feet and 39 �arking sFaoes are required. He statea
the site plan has been developed by A. B. Systems. He stated there is a
variance associated with this project to reduce the sicle yard setback from
35 feet to 20 feet. Mr. Rabertson statec the Appeals Commission rewmmended
this variance be submitted to the Council, without Planning Commission
review, in order that the special use permit and variance could be
oonsidered at the same meeting.
Mr. RAbertson stated the Plamm�g Commission recommended approval of the
special use permit with eight stipulation� which he outlined. He stated
under stipulation 4, the storm water drainage plan ap�xoval was needed prior
to the Luilding permit being issued. He state�' staf£ has reoeived the plan
today, lx�+ever, and would lzke to have the opportvnity to reviEw and approve
it.
Mr. Qureshi, City Manager, asked if a contribution was bein9 made for the
drainage. He �ir�ted out that on the Determan property, an easement was
given.
Mr. RDbertson stated he believed there was an easement, however, staf£ woulc3
check further. Mr, gureshi felt one of the stipu]ations should require an
easement be prwided for the bikeway/walkway along 73rd Avenue and also an
easement for a trian�lar portion of property at the servi� rcad.
� Mr. Schuller, Vioe-President of A. R. S�stems, stated the plan sutxnitted by
their civil enqineer, who al�o worked on the Determan project, tied in the
drainage, He stated the easement for the bikeway/walkway is provided or the
north of the �xoperty and thc� do mt have a�roblen with it.
Mr. Schuller stated Crysteel is involved in making utility boxes, snow plaas
and acoessories for trucks. He stated the;re are manufactured at their p7.ant
in Lake Ccystal and installed at the E'ridlEy facility.
Cb�,mcilman Schneider asked if there would be hazarcous wastes or chemicals
stored on this site.
Mr. Schuller stated there wi11 t�e no hazarcbus wastes and presentecE photos
of the type of �vipnent to be stored on the property.

Planning Commission and grant Special TJse Fermit, SP #88-01, to allow

a variance to reduce the side yard setback fram 35 feet to 20 feet on a
mrner lot. He stated the Appeals Commission reviciaed the request and has
reoommended apprwal with the stipulation the building be laaered as much as
possible.
Mr. Robertson stated the petitiorier originally re3uested another variance,
but L� working with staff, it was elimirt�ted as the building was moved five
feet further to the east.
Mr. Schuller, representing A. B. S�stems, stated it was Fhysically impossible
to move their trucks in and out wit�hout this varianoe. He stated a kxzilcltng
heic�t of 22 feet inside is required for this operation. Mr. Schuller
stated the west wall would be buried in the gro�md a minimim of two fEet and
some landscaping can he cbne on the west sic� to reduce the visual un�ct.
He stated they also plan exterior lighting to enhan� 1-he appearance of the
area.

Mr. Glen Wiens, General M�nager of Crysteel, state� they antici�ate 10 or 1�
enplo�ees within a year or so. He stated currently there are six employees.

Mr. Idobertson, Cbmmunity Develognent Director, stateca this request for an
additior�l curb cut at the Moore Lake Cbmmons c�velopnent has been reviewed
lx the Planning Commission. He stated the Commission recommended approval
with three stigulations which he outlined.
Nlr. Robertson stated the additional curb cut would 1� ontp Rice Creek Road
across fran 63rd Avenue. He stated it would allow for imlimitea ingress,
but would restrict egress to a riqht turn only. He stated neiqhborhaoci
traffic oould access the oertter at this point and ret�in full corivenience af
turning mwenents fran 63rd Avenue.
Cbtmcilman Schneider asked haa much additional traffic would be created on
63rd and on Old Ce�ral Avenue due to the easy access from this propo�ec
curb cut.
Mr. Flora, Public Works Director, stated as far as acoess onto 63rd, nothing
is ciianged fran what is currently available. He stated as far as Central
Avenue, the persons �atronizing the shopp�.ng center would only L�e ab2e to
turn ric�t on Rioe Creek Road and would probably be used by those Fersons
wi�inq to go east. Mr. Flora stated he felt the entrances provided further
west would facilitate traffic mwanents to tk,e south.
Cotimcilwanan Jorgenson asked if there would Y�e sicyiage provided to indicate
if Fatrons of the oenter wanted to go west, they shculd use Hic�hway 6�.
Mr. AppleL�un, the petitioner, stated the main entrance and exits would be
on the west side of the oenter, with one drive for ingress and two drives
for eqress. He stated he didn't believe this additional curb cut would
change the traffic in any way.

with two lanes of traffic in both directions in order to accbmmcdate the
traffic,
Cow�cilwanan Jorgenson questioned if the medi.an on Hiyhway 65 is closed at
63rd Avenue, haw access wi11 be obtained to The Lift and the City' s liquor
store.

� Commission over the Fast several years. He stated in c3iscussions � the
Conunission, various staff inenbers were mn�ulted for their input. Mr. Hunt
stated the c�ita in the City's hands is a little different than data of
private organizations because the Dat� Practices Act states data in
goverrmental �mits is public information. He stated, therefore, oollection
of chta IX the City mic�t possibly Y�e harmful to its citizens if the data
is, la�sically, public ci�main.

Mr. Hunt stated the intent of the Htman Resources Commission was that the
City e�reise s�me caxe in adding files to a c�ta l�m anc3 that it he cbne
oonsidering possible ranifications.

Coimcilman Billings stated this was di.scussed by the Human Reso�irces
Commission wher. he was a manber two years ago, He statea the basic thrust
behind this type of policy is to call attention to the fact that careful
planning has to be cbne so data isi't e�ered into the system, which ap�ears
to be inrnoent information, and then misused for "ill-gotten" gains.

Mr. Hunt, Assistant to the City Manager, stated for the last several years
the Coimcil has been awarding grants to hunan services orcjanizatons through
the Cnmm�mity Devel.ogne� Block Grant progr�n, fie stated, in the past, the
City had no agreanents with these organizations, however, Federal law now
requires agreanents in order for the Ciiy to rEOeive reimbursement fram the
Co�ty, Mr. Hunt stated a sample of the agreement was included in the
Co�mcil's agencl� and the resolution includes each orc�nization and amo�mt of
QBG ftmds reoeived He stated one agreenent has been returned from ACCAP
and the City is waiting for the mne others.

forwarded to Anoka Coimty" under item 7, Funding Alternatives anci Future

6, RESOLUPION N0. 16-1988 7U ACn7ERTISE FOR BIDS FOR EIGHT ELECTRONIC WAkNING
SIRENS:
Mr. Hill, Public Safety Director, stated for s�everal years the City has lxen
going through the proces5 of replacing warning sirens. He stated this
resolution would authorize advertising for bic3s for eight electronic warning
sirens. He stated fimding will be from capital improvements. Mr. Axll
statecl there are only three manufactucers in the country that make this
equipnent and specifications and information would k,e sent to these three
vendor s.

which two were elimirr�ted and three were asked to sutxnit written bids. He
stated the de�xrtment heads reviewed all three written proposals anc3
compiled a list of questions to interview two of these firms. He state�
both these fixms, Bossardt and Christenson Corporation and Kraus Ander�on
Construction Com�any, are hic,�ly qual�fied. He stated after the intexvie�as,
it was the mnoensus of the de�artment h�cis that Bos;ardt and Christenson
would best meet the City's neec�. Mr. Robertmn stated the l�sic fee would
be $78,000, with a total fee not to exceed $300,000.
Mr. Flora, Public Works Director, stated, normally, a general contractox
will have 4ao or three sub-contractors working unc]er his direction. He
� stated under the mnstruction manag�ment oonoept, the construction manager
will advertise and find the best price for the txac3�s and skills needed to
complete the pro�ect. He stated most large construction �obs use the
mnstruction manager oonoept.
Mr. Robertson stated when there is a general contractor involved,
essentially, the City is obliged to prooeed wii-h the law bidder. tie state�

Mr. Christenson stated in the general contractor relationship, the
aontractor is not involved until the pro�ect is bid. He �ated under the
o�nstruction manag�ner� �ncept, there is o�nstruction input at the design
stage. He stated with the oonstruction management team involved, the
architectural fees may he somEwhat less.

City, their fiLm would be responsible throughout the constrection of ttie

Cotmcilman Schneider pointed out the City has had problens in the past where
wnsultants were hired and a mntractor dichi't do his� �ob. He questioned
what Bossardt and Christenson"s role would 6e if �mething l�ke this
occurred.

this pro7ect and felt the� had an obligatien to make sure the pro�ect is
o�mpleted satisfactorily. He stated if there is a problen, he felt the City

Mr. Flora stated an architect was hired to design the project and a
mnstruction manag�nerit fiim would c�termine haa to Fackage it and find the
best possible oontractors to oomplete the �ob. He statea this firm would be
responsible for cuerseeing the project and that it is oonstructed accarding
to the plans.
Councilman Billinqs asked if the contracts are bid through the City's
bidding process.

stated during the bid evaluation and award stage, they will be goliciting
bids and making contractors aware of this pro�ect. He stated it is
antici�ted 100 to 120 bids wi11 be received on the proj ect.

feels the project is ove[ budget, the City's only obligation would be
$35,000 and the $43,000 for construction wouldn't have to be paid. Mr.
Christenson stated he believes that is a fair statement.

FMC and the East River Road Business Investors rerarcling this intersection.
He stated the Coimty has approved the intersection improv�nents including
permaner�t. sic�alization at 51st Way and East River Road.
D�r. Flora statec in order to expedi.te the desic� work, it is necessary for
the Cityr per the County Agreement, to design the permanent traffic
sicyialization at the intersection. He stated Short Elliott-Iiendrickson has
done most of the Coimty sic�alization desic�? anc7 thEy are under contract
with the City for variaus intersections an Highway 65. He stated staff
would recommend Council approve an amendment to the
5hart-E;Lliott-Ftendrickson agreement to incorporate the desiyn of this
traffic sicgial at East River Road and Slst Way for � cost not to exceed
$6,000. Mr. Flora stated the City normally �ys half the cust ef the sicgial
