08/29/1988 - 00010621� � � 1 2 ( ��;;3's" THE MINUTES OF THE CONTINUED SPECIAL MEETING OE THE FRIDLEY CITY COUNCSL OE AUGUST 29, 1988 The Continued Special Meeting of the Fridley City Council was called to order at 7:11 p.m. by hfayor Nee. ROLL CALL: MEMBERS PRESENT: Mayor Nee, Councilman Billings, Councilman Schneider, Councilwoman Jorgenscn and Counc�.iman Fitzpatrick MEMBERS ABSENT: None. Also present were various members of the City staff and Ross Daly of the Fridley Eocus. Mayor Plee stated that this was a continued meeting from August 19 and 20, 1988 regarding the selection of candidate for the City Manager of the City of Eridley. ➢ISCUSSION OF THE SELECTION OE CANDZDATE FOR THE CITY MANAGER FOR THE CITY OF FRIDLEY Mayor Nee received a letter from Paul Reaume, Managemeirt Consultant from the PAR Group, dated August 26, 1988 relating to reference inquiriee concerning City Manager Candidate Wi1la.am W. Surns. Motion by Councilman Schneider to receive the letter. Seconded by Councilwoman Jorgenson. Upon a voice vote. all voting aye, Niayor 1Vee declared the motion carried unanimously. As requested by the City Council, all references were checked by Nr Reaume and the responses were all positive. Mr. Reaume indicated in his letter that in view of the overall strong support and positive recommendation gtiven William Burns by his references, he highly recommends Nir- Burns as capable, competent and enthusiastic about '6eing Fridley's next City r[anager. Motion by Councilman Fitzpatrick to appoint William W. Burns as City Manager. Secanded by Councilman Gchneider. Upon a voice vote, all voting aye, Mayor Nee declared the motion carried unaniv2ously. Mr. Burns thanked the City Council for their confider,ce in selecting him as City Manager and expressed his enthusiasm about being Eridley's next City Manager. r.ONSIDERATION OE APPROVAL OF THE LEASE AGREEMENT WITH THE FRIDLEY PLAZA OEFICE BUTLDING PARTNERSHIP Councilman Billings questioned the 12 month term of the office space ]ease agreement and stated the lease indicates tY:e duration can be lengthened or shortened and does not �ee where it has been shortened. Dava.d Newman, Assistant City Attorney, stated the City is committing Lo a one year lease as compenstation for the temporary takLng of parking availability froa the tenants of the Office Building. Motion by Councilwoman ,TOrgenson to approve the lease agreement. Seconded by Councilman Schneider. Upon a voice vote, all vota.ng aye, Mayor Nee declared the motion carried unanimously. CONSIDERATION OF AUTHDRIZING THE RICE CREEK WATERSHED ➢TSTRICT TO CLEAN THE RICE r,REEK DITCH Mr. F1ora, Public Works Director, stated the Rice Creek Watershed Dzstrict is required to provide the City an option to do the work or to delegate rt to the district for accomplishment. Based upon the fact that we have insufficient personnel, T would recommend the City Council authozize the Mayor and City hfanager to inform the Rice Greek Watershed District that they should complete the cleaning and repairing of the Rice Creek nitch. Motion by Councilman Fitzpatrick to execute the agreement. Seconded by Councilwoman Jorgenson. ilpon a voice vote• all voting aye, Mayor Plee declared the notion carried unanimously. rONS2DERATION OF AN ALTERNATE DEDUCT EDR THE FRIDLEY CrVIG CENTER REMODELTNG The City Council discussed the deduct for the south colonade and decided to keep this in the construction glan; therfore the motion uiade on August 22. 1988, wall remain as stated and no action was taken. ADJOURNMENT • MOTION by Councilman Billings to ad�ourn the meeting. Seconded by Councilman Fitzpatrick.
