11/13/1990 - 00006619�I ns� TH$ MINIITES OF THE SPECIAL MEETING OF THE FRIDLEY CITY COUNCIL OF NOVEMBER 13, 1990 The Special Meeting of the Fridley City Council was called to order at 7:30 p.m. by Mayor Nee. ROLL CA�L• MEMBERS PRESENT: MEMBERS ABSENT: Mayor Nee, Councilwoman Jorgenson, Councilman Fitzpatrick and Councilman Billings Councilman Schneider MOTION by Councilman Billings to adopt the agenda as presented. Seconded by Councilman Fitzpatrick. MOTION by Councilman Billings to amend the agenda by adding an Open Forum item. Seconded by Councilman Fitzpatrick. Upon a voice vote, all voting aye, Mayor Nee declared the motion carried unanimously. UPON A VOICE VOTE TAKEN ON TAE MATN MOTION, all voted aye, and Mayor Nee declared the motion carried unanimously. OPEN FORUM• � Ms. Carole Haddad, 910 Rice Creek Terrace, addressed the Council regarding the new water storage tank adjacent to Highway 65. She stated that she had a"birds eye" view of this huge storage tank which really was not aesthetically pleasing to see from her living room window. She inquired as to the proposal for lettering and if any consideration could be given to locate the lettering to minimize the impact on the residences. Mr. Flora, Public Works Director, stated that the City does have plans to identify the water storage tank with the name of Fridley and the City's logo. He stated that the lettering would probably be placed to the north and south. Councilman Billings suggested that possibly the lettering could be placed to tha east and west. It was the consensus of the Council that the proposal for lettering on this tank should be reviewed before it is installed to attempt to minimize the impact on the residential neighborhood. RECEIVE THE STATEMENT OF CANVASS FOR THE NOVEMBER 6, 1990 GENERAL ELECTION: Ms. Shirley Haapala, City Clerk, congratulated Councilman Fitzpatrick and Councilman Billings on their reelection. � � � � CY e' :1 FRIDLEY CITY COUNCIL MEETING OF NOVEMSER 13, 1990 PAGE 2 Ms. Haapala stated that there was a large turnout for this election, and the judges did a super job. She stated that there were a lot of write-ins, but most of the precincts were in by 12:30 a.m. Councilman Fitzpatrick asked the number of registered voters. Ms. Haapala stated that there are 17,482 registered voters and 1,D27 persons registered to vote on election day. She stated that taking into account the persons who registered to vote on election day, the turnout was about 65 percent. Mayor Nee stated he was told that he had to vote on every office or the ballot would be rejected. Ms. Haapala stated that the instructions to the election judges were to advise the voter if they did not vote for any offices that their ballot would be returned. She stated that the judges' ballot was returned, if a voter did not vote for at least one of the judges. Mayor Nee asked if there was not some other way this could be handled. Ms, Haapala stated that this would not have occurred if everything was on one ballot. Councilman Billings stated that the only negative comment he heard from a number of persons was in regard to prin�ing on both sides of the ballot. He stated that, in his case, it did not make a lot of difference, but would imagine some people did not vote on the school issue because they did not turn the ballot over. Ms. Haapala stated that it will have to be stressed to the election judges that if there is a back side to the ballot to be sure to instruct the voter to turn it over. She felt that the judges may have been overwhelmed, not only by the ballots, but by the large turnout. She stated that it was busy the entire time the polls were open. Ms. Haapala stated that another comment she heard was that there should have been more booths. She stated that if more booths had been provided, however, there would have been a backlog in voters waiting to deposit their ballots. It was noted that in regard to the levy referendum for School District No. 13 that there was a typographical error involving the overvotes, School District 14 ballots, and the Totals for W-2, P-3 and W-2, P-4. MOTION by Councilman Fitzpatrick to receive and approve the Statement of Canvass for the November 6, 1990 General Election. Seconded by Councilwoman Jorgenson. � � � !)�i; FRIDLEY CITY COUNCIL MBETING OP' NOVBMBER 13. 1990 PAGE 3 MOTION by Councilman Sillings to note the typographical error in regard to the levy referendum in School District No. 13 and correct it to show that there were no Overvotes in W-2, P-3 and W-2, P-4 and the numUer of School District 14 Ballots for W-2, P-3 was 926 and 638 for W-2, P-4. The totals change as follows: W-2, P-3, 1020 and 1534 for W-2, P-4. The final total changes as follows: Overvotes, 1; School District 14 Ballots, 2113 and Total, 4525. Seconded by Counailwoman Jorgenson. Upon a voice vote, all voting aye, Mayor Nee declared the motion carried unanimously. UPON A VOICE VOTE ON THE MAIN MOTION, all voted aye, and Mayor Nee declared the motion carried unanimously. 2. APPOINTMENT: CITY EMPLOYEE: MOTION by Councilman Fitzpatrick to concur with the following appointment by the City Manager: Name Richard Alvarado Position Public Services Worker A.1 Non- Exempt Starting salarv $9.62 per hour $1,673.88 per month Starting Date Nov. 14, 1990 Renlaces James Saefke Seconded by Councilwoman Jorgenson. Upon a voice vote, all voting aye, Mayor Nee declared the motion carried unanimously. ADJOURNMENT• MOTION by Councilwoman Jorgenson to adjourn the meeting. Seconded by Councilman Fitzpatrick.
