RES 1991-20 - 0000364128 RESOLUTION NO. 20 - 1991 ' RESOLUTION TO THE MINNESOTA STATE LEGISLATURE OPPOSING THE CAPPING OF THE FISCAL DISPARITIES POOL AT 1991 LEVELS WHEREAS, the Minneapolis -St. Paul metropolitan area has since 1971 provided for the sharing of commercial and industrial property tax revenue; and WHEREAS, this program has served to reduce fiscal inequalities among the cities of the metropolitan area; and WHEREAS, curtailment of fiscal disparities distribution would worsen the inequities created by the withdrawal of state aid to municipalities; and WHEREAS, the City of Fridley recognizes the value of metropolitan area cooperation and wishes to cooperate with other communities of the Minneapolis -St. Paul metropolitan area; and WHEREAS, the City of Fridley recognizes the contribution of fiscal disparities toward the preservation of quality governmental services among the jurisdictions in the Minneapolis -St. Paul metropolitan areas. NOW, THEREFORE, BE IT RESOLVED that the City of Fridley and its City Council formally oppose the capping of the fiscal disparities pool at 1991 levels as proposed by Hennepin County, Minnesota, and do hereby request that the Legislature of the State of Minnesota do likewise.
