RES 1992-101 - 00003611274 RE90=0N RESOLUMCH TO THE RICE «•191 E' VULTER19HED DISTRICT neROVE LOCKE F' (SLTERSEDES REWLUTION WHEREAS, the Rice Creek Watershed District (RCWD) 509 Plan calls for sediment removal and the construction of a sedimentation removal basin for Locke Lake, and WHEREAS, the City of Fridley's dam at Locke Lake has failed and has received a resident petition No. 12 -1990 for its replacement, and WH] RFAS, the City of Fridley has resolved to replace the dam at Locke Lake, and WHEREAS, it is considered most economical to combine the dam, sedimentation removal and basin construction work, and WHEREAS, the City of Fridley has provided funds of $20,000 and $25,000 for the preparation of an engineer report and a public hearing process for the Locke Lake project, and WHEREAS, the Rice Creek Watershed District Managers by resolution on November 25, 1992, resolved to remove sediment and construct a sedimentation basin for Locke Lake and fund the project under 103B.251 at a project cost of $588,000, 1 and WHEREAS, the Rice Creek Watershed District Managers by resolution on December 9, 1992, resolve to amend pages V11 -1 and V11 -2 of its Water Resources Management Plan to fund a $800,000 project for Locke Lake under MS103B.251, and WHEREAS, the Rice Creek Watershed District Managers have requested the City to submit a petition for the work proposed in the Water Resources Management Plan Amenctnent, and WHEREAS, the City has approved a project petition for the above project, a copy of which is attached as Exhibit A. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Fridley that the Rice Creek Watershed District be the operating agency for the project for sediment removal and sedimentation basin construction, and BE IT FURTHER RESOLVED, that the City Council petitions the Rice Creek Watershed District to proceed with the project and invest a sum of $800,000 as approved in its amended Water Resource Management Plan, and BE IT FURTHER RESOLVED, that the City Council authorizes the filing of the petition to the Rice Creek Watershed District for the improvement of Locke Lake, and 275 Page 2 - Resolution 101 - 1992 ' BE IT FURTHER RESOLVED, that the Mayor of the City of Fridley is authorized to sign the petition on behalf of the City.
