WHEREAS, the Locke lake darn failed in March, 1990; and
WHEREAS, the residents petitioned the City on July 9, 1990, to replace the dam;
and
WHEREAS, in August, 1990, the City funded a Rice Creek Watershed District
preliminary study to replace the dam, remove sedimentation from Locke Lake, and
to construct a sedimentation basin for Locke Lake; and
WHEREAS, the preliminary study was co:pleted in January, 1992; and
WHEREAS, a public hearing on the dam replacement was held on July 6, 1992; and
WHEREAS, Anoka County is prepared to purchase the property adjacent to the north
side of the existing Locke Lake dam; and
WHEREAS, a sheet pile, spillway crest dam is the most advantageous and
economical dam structure at this location; and
WHEREAS, the Rice Creek Watershed District is planning to remove the sediment
and construct a sedimentation basin in Locke Lake during the winter of 1992-
1993; and
WHEREAS, it is considered that ampletition of the dam replacement with the
sedimentation removal and sedimentation basin construction is the most economic
concept for this project;
NOW, THEREFORE, BE TT ]RES0LVED, by the City Council of the City of Fridley,
Anoka County, state of Minnesota, as follows:
1. That there is a need to replace the Locke Lake dam for the overall public
welfare and benefit; and
2. That the City Council hereby owners the preparation of final plans and
specifications for the Locke Lake dam; and
3. That the Rice Creek Watershed District is hereby requested to serve as an
agent for the City by designing and constructing the Locke Lake dam for
the City of Fridley; and
4. That the City Engineer, John G. Flora, is hereby designated to represent
the City of Fridley in this project; and
5. That necessary agreements be prepared between the City of Fridley and the
Rice Creek Watershed District outlining the design parameters and funding
1 procedures for the Dam project; and

' 6. That the Mayor and City Manager are authorized to execute the agreements
reessary for the replacement of the Locke Lake dam.
