RESOLUTION NO. 30 - 1995
RESOLUTION ORDERING IMPROVEMENT AND APPROVAL OF PLANS
AND ORDERING ADVERTISEMENT FOR BIDS: STREET
IMPROVEMENT PROJECT NO. ST. 1995 - 2
WHEREAS, the City of Fridley within its Five Year Comprehensive Plan has found
it to be in it's best interest to reconstruct, rebuild and add concrete curb
and gutter to those existing Municipal State Aid Streets that are
deteriorated,.and
WHEREAS, for 1995 $500,000 has been budgeted for the purpose of reconstructing
and improving streets including concrete curb and gutter with new asphalt
pavement, and
WHEREAS, the City Clerk ascertained the names and address of the owner of each
parcel of land directly affected or within the area of lands as may be
proposed to be assessed for said improvements, and calculated estimates of
assessments as may be proposed as relative thereto against each of said lands,
and
WHEREAS, the area proposed to be assessed for said improvements and each of
them as noted in said notice are all the lands and areas as noted in said
notice: All of the same to be assessed proportionately according to the
benefits received, and
WHEREAS, the estimates of assessments of the Clerk were available for
inspection by the owner of any parcel of land as may be affected thereby any
public hearing held relative thereto, as well as any prior time reasonable and
convenient, and
WHEREAS, the City Clerk gave notice thereof in the official newspaper of the
City of Fridley and mailed notice to all the property owners whose property
was liable to be assessed with the making of these improvements according to
law, such notice to be substantially in the form and substance of the notice
attached hereto as Exhibit "A," and
WHEREAS, this Council did meet on the 24th of April, 1995, at 7:30 p.m. at the
Fridley Municipal Center Council Chambers at 6431 University Avenue N.E.,
Fridley, MN, for the purpose of holding a public hearing on the improvement
noted.
NOW, THEREFORE, BE IT RESOLVED THAT, the City Council of the City of Fridley,
Anoka County, Minnesota, as follows:
1. That the following improvements proposed by the City Council are
hereby ordered to be effected and completed as soon as reasonably
possible, to -wit:
' Street improvements, including grading, stabilized base, hot -mix
bituminous mat, concrete curb and gutter, sidewalks and

landscaping, and other facilities located as follows:
STREET IMPROVEMENT PROJECT NO. ST. 1995 - 2
Streets to be reconstructed:
69th Avenue Central Ave to Stinson Boulevard including storm sewer
Arthur Street 64th Avenue to Mississippi Street
68th Avenue Monroe Street to Brookview Boulevard
That the work involved in said improvements as listed above shall
hereafter be designated as:
STREET IMPROVEMENT PROJECT NO. ST. 1995 - 2
2. The plans and specifications prepared by the Public Works
Department for such improvement and each of them pursuant to the
Council resolution heretofore adopted, a copy of which plans and
specifications are hereto attached and made a part thereof, has
hereby approved and shall be filed with the City Clerk.
3. The Public Works Director shall accordingly prepare and cause to
be inserted in the official newspaper advertisements for bid upon
the making of such improvements under such approved plans and
specifications. The advertisement shall be published for (3)
three weeks (at least 21 days), and shall specify the work to be
done and will state the bids will be opened and considered in the
Council Chambers of the Fridley Municipal Center and that no bids
will be considered unless sealed and filed with the Public Works
Director and accompanied by a cash deposit, bid bond, or certified
check payable to the City for five percent (58) of the amount of
such bid. That the advertisement for bids for STREET IMPROVEMENT
PROJECT NO. ST. 1995 - 2 shall be substantially in the standard
form.
PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF FRIDLEY THIS 8TH DAY OF
MAY, 1995.

NOTICE OF HEARING ON IMPROVEMENTS
STREET IMPROVEMENT PROJECT NO. ST. 1995 - 2
WHEREAS, the City Council of the City of Fridley, Anoka county, Minnesota, has
deemed it expedient to receive evidence pertaining to the improvements
hereinafter described.
NOW, THEREFORE, NOTICE IS HEREBY GIVEN THAT on the 24th Day of April, 1995, at
7:30 pm, the City Council will meet at the Fridley Municipal Center Council
Chambers, 6431 University Avenue NE, Fridley, MN, and will at said time and
place hear all parties interested in said improvements in whole or in part.
