We are scheduled to meet in the lower level of the Fridley Municipal Center at 6:00 p.m. on Monday,
May 8, 2000. Youth advisory Council members have told us through Debi Campobasso that they want
to discuss expanding public safety staff, beautifying University and Central Avenues, a skateboard park,
costs associated with the police computer connection to Anoka County and the curfew. At the same
time, I think that Council may be interested in youth reaction to several of the issues that were raised on
the survey. In putting this agenda together, I have tried to pull out survey questions that best represent
the areas that the youth indicated they wanted to discuss. I also identified some survey questions that
Council may have an interest in discussing with the youth and members of the Human Resources
Commission. If I have not hit the right items, we can always make adjustments at our meeting on
Monday night.
Topics for discussion:
1. Public Safety Staffing - Question #5, Truancy Program; Question #8, Second Medical Assist Unit;
Question #9, Fire Inspector Position; and Question #12, Satellite Station Staffing.
2. Elementary After School Program - Question #24.
3. Friday and Saturday Special Events at the Zone - Question #27.
4. Skate Boarding Facilities - Question # 31.
5. Replacement of the Dunes Boardwalk - Question #35.
6. Curfew.
Since we have less than an hour and one-half for discussion, I would like to suggest that we devote 10 to
15 minutes to each topic. We should again be ready to move on to a new topic without necessarily
reaching consensus on any one issue.
In order to save some time, I will define each of the survey question issues very briefly. After that, we
should hear what the youth have to say about the issue. This should be followed by questions and/or
comments from Council and HRC members.
Once again, our purpose is to share ideas and information in the brief time that is available Our policy-
making and budgeting processes will be much stronger as a result of this communication.

NOTICE IS HEREBY GIVEN that there will be a special conference meeting of the
Fridley City Council, the Human Resources Commission and the Youth Advisory
Council on Monday, May 8, 2000, to review and discuss the following:

Said meeting will commence at 6:00 p.m. in Meeting Room 1(Lower Level) at the
Fridley Municipal Center, 6431 University Avenue N.E., Fridley, Minnesota.
Any and all persons desiring to be heard shall be given an opportunity at the above stated
time and place. Any questions related to this item may be referred to the City Manager's
