Seconded by Councilmember Saefke. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNAMIMOUSLY, AND THE LOCAL BOARD OF APPEAL AND EQUALIZATION MEETING OPENED AT 7:55 P.M. ROLL CALL: MEMBERS PRESENT: Mayor Lund Councilmember-at-Large Barnette Councilmember Saefke Councilmember Varichak Councilmember Bolkcom OTHERS PRESENT: William Burns, City Manager Fritz Knaak, City Attorney Scott Hickok, Community Development Director Darin R. Nelson, Finance Director Mary Smith, City Assessor Tashitaa Tuffa, 7893 Elm Street NE Mary Smith, City Assessor said the meeting was a continuation of the Local Board of Appeal and Equalization meeting held on April 11, 2011. The purpose of the meeting was to establish the 2011 estimated market value on four contiguous properties which have three adjoining buildings. Ms. Smith said the Board has three possible courses of action that can be taken. To affirm, reduce or increase the current value based on information presented. If the property owner feels the Board did not resolve his concerns, he may appear before the County Board of Appeal and Equalization which will be held on June 13 at 6 p.m. Ms. Smith said there are four property values in question in regards to the 2011 assessment. They are: 7893 Elm St. — Pin Nos. 03-30-24-44-0009 and 03-30-24-44-0010 7891 Elm St. — Pin No. 03-30-24-44-0084 7847 Elm St. — Pin No. 03-30-24-44-0085 BOARD OF APPEAL AND EQUALIZATION MEETING OF APRIL 25, 2011 PAGE 2 Ms. Smith said the property located at 7891 — 7893 Elm Street NE consists of a metal framed and sided building. It is 9,000 square feet and was built on two pin numbers. It is a basic storage building with no interior finishing. This building is currently being leased as a storage facility. The property located at 7891 Elm Street NE sits in the middle of 7893 and 7847 Elm St NE. It is considered just a shell building which can be used for storage or light manufacturing. It consists of 4,240 square feet. It has no interior finishing. This property is currently vacant. Ms. Smith said the property located at 7847 Elm Street NE is adjoined to the south end of 7891 Elm Street. It is considered just a shell building which could be used for storage or light manufacturing. The building consists of 4,200 square feet. There is an office area which has low quality finishing. This property is currently vacant. Ms. Smith said that each of these three buildings has a common wall separating them; however, there is an entrance leading into each of the buildings from the adjoining one. There are no doors to secure each building alone. After adjustments were made to these properties recognizing common walls and adjusting the perimeters of each building, it is staffs' recommendation that the values be adjusted to the following: 7893 Elm Street NE — Pin No. 03-30-24-44-0009 2011 Estimated Market Value of $178,800 be lowered to $153,400 7893 Elm Street NE — Pin No. 03-30-24-44-0010 2011 Estimated Market Value of $265,200 be lowered to $226,000 7894 Elm Street NE — Pin No. 03-30-24-44-0084 2011 Estimated Market Value of $225,800 be lowered to $197,800 7847 Elm Street NE — Pin No. 03-30-24-44-0085 2011 Estimated Market Value of $222,600 be lowered to $186,600 Mayor Lund asked if it was typical to do appraisals and if staff felt comfortable the estimate should be lowered. He also asked if there was any discussion with the County on this issue. Ms. Smith answered no. Adjustments were done to the perimeters and the office finishing was removed. After making these adjustments, especially to the perimeter with the common wall and no security going from one to another, it made a big difference. Councilmember Bolkcom asked when staff had been in the buildings last. Ms. Smith said that they had been in the northern building, 7893, quite a few years ago. Councilmember Bolkcom asked if there was any indication at that time there was a common wall. Councilmember Bolkcom asked why there are two pin numbers. Ms. Smith answered because that is how it was built. Mayor Lund asked if the building was sold again if it could become one pin number. Ms. Smith said it could be combined as one pin number now if the owner desired. Councilmember Barnette asked what used to be in that location. Tashitaa Tuffa, Property Owner, said he was happy with the new appraisal and said that Able Welding was in the building previously. Councilmember Varichak asked how long Mr. Tuffa owned the property. Mr. Tuffa said he acquired the property in 2005-2006. MOTION by Councilmember Bolkcom to approve the 2011 Estimated Market Value at 7893 Elm Street NE — Pin No. 03-30-24-44-0009 of $153,400. Seconded by Councilmember Saefke. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY. MOTION by Councilmember Bolkcom to approve the 2011 Estimated Market Value at 7893 Elm Street NE — Pin No. 03-30-24-44-0010 of $226,000. Seconded by Councilmember Saefke. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY. MOTION by Councilmember Bolkcom to approve the 2011 Estimated Market Value at 7894 Elm Street NE — Pin No. 03-30-24-44-0084 of $197,800. Seconded by Councilmember Saefke. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY. MOTION by Councilmember Bolkcom to approve the 2011 Estimated Market Value at 7847 Elm Street NE — Pin No. 03-30-24-44-0085 of $186,600. Seconded by Councilmember Saefke. UPON A VOICE VOTE, ALL VOTING AYE, MAYOR LUND DECLARED THE MOTION CARRIED UNANIMOUSLY.
