The City Council meeting for the City of Fridley was called to order by Mayor Lund at 7:30 p.m.

1. Receive the Minutes from the Planning Commission Meeting June 15, 2011.

2. First reading of an Ordinance Under Section 12.06 of the City Charter Declaring
Certain Real Estate to be Surplus and Authorizing the Sale Thereof
William Burns, City Manager, said last year, Council vacated 73'/z Avenue near Highway 65.
The south half of the right-of-way reverted to Ashland Oil and the north half reverted back to the
City. Ashland has since sold their portion of the right-of-way to a specialty clothing supplier
who wants to use the property as well as the northern half of the vacated roadway for a specialty
clothing store. The clothing supplier would now like to buy the northern half of the vacated

roadway from the City. Staff has agreed to the sale of the property for $7,362.70 ($2 per square
foot) as long as the utility easements remain in place. Staff recommends Council's approval.
THIS ITEM WAS REMOVED FROM THE CONSENT AGENDA AND PLACED ON
THE REGULAR AGENDA.
3. Resolution Approving the Temporary Closure of Roadways for 3 Days Each Location
and in the Following Locations: Rickard Road, West of East river Road; 63rd Way, east
of East River Road; Locke Lake Road, East of East River Road; and Glencoe Street,
West of East River Road
William Burns, City Manager, said Anoka County and Fridley have been collaborating on the
preparation of a long-range plan for the East River Road Corridor area. We have now reached
the point where it is appropriate to show preliminary plans to the affected neighborhoods. We
plan on closing off sections of street in four different neighborhoods on four different dates. We
will place a tent in each meeting area as a setting for soliciting neighborhood comments. The
County will send written notification of the street closure and the meeting two weeks prior to
each meeting.
Dr. Burns said the County will also coordinate with the City's Public Works Department to
make sure the roadway is securely closed. All meetings start at 6:30 p.m. The meeting dates and
locations are: August 16 for the Stonybrook/Rickard Road area - end of Rickard Road near East
River Road; September 6 for the Rivers Edge Way Area - 63rd Way near intersection with East
River Road; September 13 for the Locke Lake Area - Locke Lake property near the intersection
of Locke Lake Road and East River Road; September 20 for the Riverview Heights area-
Glencoe Street property near the intersection of Glencoe Street and East River Road. Staff
recommends Council's approval of these closures for three days each.

4. Receive Bids and award Contract for 2011 Water Treatment Plant No. 3 Filter and
Chemical Feed improvements Project No. 405.
William Burns, City Manager, said staff opened bids on July 18 for filter and chemical feed
improvements at Water Treatment Plant No. 3. The low bid was from Shank Construction of
Brooklyn Park, Minnesota, in the amount of $273,900. We also received a low, alternate bid
from Shank in the amount of $248,900. We had budgeted $300,000 for this project. Staff
recommends the low, alternate bid, which includes greensand filtration media, the type currently
in use at this treatment plant. Shank will do the work during our off-peak usage season between
September and December. Shank has done quality work for us in the past and is strongly
recommended by our engineering consultant for this project. Staff recommends that the bid be
awarded to Shank Construction in the amount of $248,900.

Councilmember Bolkcom asked for Item No. 2 to be removed from the consent agenda.
MOTION by Councilmember Barnette to adopt the Consent Aagenda with the removal of Item
No. 2. Seconded by Councilmember Varichak.

NEW BUSINESS:
2. First reading of an Ordinance Under Section 12.06 of the City Charter Declaring

Councilmember Bolkcom said it looks like staff is okay with this as long as the easements are
maintained. She asked how the purchaser would know the utility easements are still there.
Scott Hickok, Community Development Director, said that is a protection staff requires and has
reviewed. Easements are recorded with the County along with all legal documents.

William Burns, City Manager, noted that the building permit would state they would have to
build outside of the easements.
Mr. Hickok said that would have to be taken care of before the building permit is issued. In this
case it has already been taken care of.
Councilmember Varichak asked if Council has ever allowed approval like this before the
whole thing is said and done.
Mr. Hickok, answered no. Staff has the most control out of what is happening in the street. The
owners signed an easement document that is also recorded at the County so they cannot come
back later saying they did not know about the easement.
Councilmember Varichak asked if staff has heard from neighbors regarding any issues or
problems.
Mr. Hickok said only one person called and asked when they could expect to see physical
changes.
MOTION by Councilmember Bolkcom to waive the reading of the ordinance and approve the
ordinance on first reading. Seconded by Councilmember Saefke.

8. Informal Status Reports:
Councilmember Bolkcom thanked City staff, Public Works, Police, Fire and Community
Officers for all their work with the train derailment. Everyone did a fine job working in
e�tremely hot circumstances and dealing with a lot of spectators.
Jim Kosluchar, Public Works Director, said the City systems are not designed to handle all the
rain we received, and this has created problems with drainage. The major items city-wide other
than the train derailment were a washout on Stonybrook which is getting repaired; Hugo Street
east of East River Road has damaged culverts; and the piping on Moore Lake will take some
time to fix. The water level on Moore Lake was high, so staff, with DNR approval, began
pumping the lake. This started on Thursday and was turned off today. On Saturday, 16 homes
reported sanitary backups. The City provides sanitizing service such as bleaching areas and
pulling up carpet. Nine of these homes are completed and some refused entry. There were
reports of 30 homes with storm water problems like water trickling up through the floor. Many
of these homes did not have a sump pump. There are also severe issues with walkouts in the
flooded areas. A sand bagging station has been set up at Fridley High School.

William Burns, City Manager, said the newsletter will be coming out the first week of August.
Mayor Lund said the Fridley Community Theater will be performing "Anything Goes" this
Friday and Saturday and ne�t Friday and Saturday with a matinee on Sunday. Tickets are $10
each.
Councilmember Bolkcom announced that the City Police Canine, Nitro, won first place in
obedience at a recent police dog competition.
Councilmember Varichak said that HRA open houses for the housing rehab project on 4757
Second Street will be held Saturday and Sunday, noon to 4:00 p.m. and every Wednesday from
4:30 to 6:30 throughout the month of August. This is a one-level housing project.
Councilmember Bolkcom said there will be no Council meeting on August 8.
