That it appears in the interest of the City and of the property owners affected that there be constructed certain improvements, to -wit: a. WATER LATERALS, service connections and appurte- nances in the following lands and along the follow - ing streets: 1.- All those streets lying within the following described lines bordered on the west by High- ' way 65, on the north by Rice Creek, on the east by the Ramsey County line, and on the south by Mississippi Street. b. SEWER LATERALS, service connections and appurte- nances, in the following lands and along the follow- ing streets: 1. In the area described in paragraph a., Subdivi- sion (1) above. That the firm of Comstock & Davis, Inc., is hereby authorized and directed to draw preliminary plans and specifications and to tabulate the results of his or their estimates of the costs of said improvements, and to make a preliminary report of his or their find- ings to the Council not later than at their earliest convenience.
