RESOLUTION NO. 20 - 1960 ,
RESOLUTION SETTING SPECIAL ELECTION
AND DESIGNATING POLLING PLACES AND
ELECTION CLERKS AND JUDGES
BE IT RESOLVED:
Section 1. That on the 12th day of April 1960, between
the hours of 7 A.M. and 8 P.M. there shall be
held in the City of Fridley a Special Election on the following
proposed charter amendments, to -wit:
a. ELECTIVE OFFICES: Shall the Charter, Page 7,
Chapter 2, Section 2.03, line 6 be changed to
read: The term of mayor and of each council-
man shall begin on the first official business
day in the month of January next following his
election and shall end when his successor has
been duly elected and has qualified.
COUNCIL MEETINGS: Shall the Charter, Page 8,
Chapter 3, Section 3.01, line 2, be changed '
to read: on the first official business day
in January following a regular municipal
election, the Council shall meet at the City
Hall at the usual time for the holding of
Council meetings.
b. PRIMARY ELECTIONS: Shall the Charter, Page 11,
Chapter 4, Section 4.03, lines 2 and 3, be
changed to read: The Council shall whenever
four (4) or more candidates have filed-Tor any
citywide office or for councilman of any ward,
or wards, provide through ordinance or reso-
lution for primary election to be held, city-
wide or in any particular ward, or wards, and
such primary election shall be held on a date
not less than (14) days prior to the general
election.
c. PRIMARY ELECTIONS: Shall the Charter, Page 11,
Chapter 42 Section 4.03, line 11, be changed
to read: The Council may, whenever three or
more candidates have filed for any citywide
office, or for councilman of any ward, or wards,
provide through ordinance or resolution for
primary election to be held, citywide or in '
any particular ward, or wards, and such pri-
mary election shall be held on a date not less
than 30 days prior to the general election.
NO'4n:ATION BY PETITIONS: Shall the Charter,
Page 11, Chapter 4, Section 4.06, line 20 be
changed to read: All nomination petitions
shall. be in the hands of the City Clerk not
more than 90 days nor less than 60 days be-
Tore the general election at which time the
filings shall be closed.

d. POWER. OF TAXATION. Shall the Charter, Page
18, Chapter 7, Section 7.02, line 14 be
changed to read: The City shall have, in
addition to the powers by this charter ex-
pressly or impliedly granted, all the powers
to raise money by taxation pursuant to the
laws of the State which are applicable to
cities of the class of which it may be a
member from time to time, provided that the
amount of taxes levied against real and per-
sonal property within the City for general
city purposes shall not exceed 40 mills on
each dollar of the assessed valuation of the
property taxable in the City.
POWER OF TAXATION: Shall the Charter, Page
19, Section 7.02 "B" Chapter 7, line 0 be
changed to read: The City Council may also
levy a tax in any year against real and per-
sonal Droperty within the City in addition
to said L0 mill limitation and the levies
specified.
e. BOARD OF EQUALIZATION: Shall the Charter,
Page 19, Chapter 7, Section 7.03, lines 6
and 7 be changed to read: The Council shall
constitute a board of equalization and shall
meet as such in the usual place for holding
Council meetings to equalize the assessed
valuations according to law, and a published
notice of such meeting shall be given in the
official newspaper of the City at least fif-
teen days prior to the day of said meeting.
Section 2.. That the polling places for said election shall
be as follows:
a. Ward #1 - Hayes School
b. Ward #2 - High School
c. Ward #3 - City Hall
Section 3. That the following people are hereby appointed
to act as clerks and judges for said election
except that the City Clerk is hereby authorized to appoint quali-
fied substitutes in cases of conflict of interest as set forth in
Chapter 4, Section 4.05 of the City Charter.

Section 4. That said election shall be held at the same time
and place as the election for a member at large
and a representative of the City of Fridley to the Board of the
(New) Hospital District.
section 5, The Clerk shall give notice of said election as
required by law, and said notice shall be sub-
stantially in form as that attached hereto as Exhibit 1 and made a
part hereof by reference.
Section 6. The compensation for said judges and Clerks will
be at the rate of $1.50 per hour.
