RES 1962-121 - 00012492 (2)122 RESOLUTION NO. 120 -1962 RESOLUTION TRANSFERRING A PORTION OF THE COST OF STORM SEWER PROJECT NO. 52 TO STORM SEWER PROJECT NO. 49 WHEREAS, there has been installed certain storm sewer lines in the vicinity of Jackson and Mississippi Streets as a part of Storm Sewer Project No. 52, and, WHEREAS, it is desirable to spread the cost of the above mentioned line over the same drainage district as is served by Storm Sewer Project No. 49, and, WHEREAS, it is desirable to prepare only one assessment roll for the above noted improvements. NOW, THEREFORE BE IT RESOLVED, that the expenditures in the amount of $32013.86 be transferred to and be made a part of Storm Sewer Project No. 49 from Storm Sewer Project No. 52. Brunsell RESOLUTION N0, 121 -1962 A RESOLUTION ORDERING PRELIMINARY PLANS, SPECIFICATIONS AND ESTIMATES OF COSTS THEREOF: (STREETS - PROJECT ST. 1962-4) BE IT RESOLVED, by the Council of the City of Fridley as follows: 1. That it appears in the interest of the City and of the pro- perty owners affected that there be constructed certain im- provements, to -wit: L a. Street improvements including surfacing, grading and , curbing or gutter and curb and incidental work, located as follows: (1) Along Washington Street from 58th Avenue to 59th Avenue N.E. (2) Along Jefferson Street ferom 58th Avenue to 59th Avenue N.E. (3) Along 58th Avenue N.E. from Washington Street to Jefferson Street. (4) Along the Service Drive (East side of Highway F J No. 65 from Lynde Drive to Central Avenue N.E. (5) The driveway for Liquor Store No. 1 at 37th Ave- nue N.F. and Marshall Street. (6) Along Carol Drive from Carol Circle to Van Buren Street N.F. (7) Along Hathaway Zane from Hackmann Avenue to Regis Drive N.E. b. That petitions relative to said improvements have been received and filed with the City, or Public Hearings have been held as follows: (1) Public Hearing held March 21, 1961. (2) Public Hearing held March 21, 1961. #3) Public Hearing held March 21, 1961. (4) Public Hearing held March 15, 1960. (5) Costs chargeable to Liquor Store Fund. (6) Costs chargeable to Utility Fund (Repair). (7)' Costs chargeable to Utility Fund (Repair), That the City Engineer is hereby authorized and directed to draw preliminary plans and specifications and to tabulate the results of his estimates of the costs of said improve- ments, including every item of cost from inception to comple- tion and all fees and expenses incurred (or to be incurred) in connection therewith, or the financing thereof, and to make a preliminary report of his findings, stating therein whether said improvements are feasible and thether they can best be made as proposed, or in connection with some other improvements (and the estimated cost as recommended), in- cluding also a description of the lands or area as may re- ceive benefits therefrom and as may be proposed to be assessed. 3. That the City Clerk shall act to ascertain the name and add- ress of the owner of each parcel of land directly affected or within the area of lands as may be proposed to be assessed for said improvements (and each of them); and, upon receipt from said Engineer of the said preliminary report, calculate esti- mates of assessments as may be proposed relative thereto against each of said lands. 4. That said preliminary report of the Engineer and estimates of assessments of the Clerk, shall be furnished to the Council, and made available for inspection to the owner of any parcel of land as may be af£edted thereby at any public hearing held relative thereto, as well as at any prior time reasonable and convenient. Greig 1Ad f3 7 3:4a 124 EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL.CF THE CITY OF FRIDLEY, OF A REGULAR MEETING HELD SEPTEMBER 4, 1962, AT 8:00 O'CLOCK, P.M. AT THE CITY HALL, CITY OF FRIDLEY, ANOKA COUNTY, MINNESOTA. The matter of the construction of certain improvements, and the hear- ings held heretofore on the same were discussed, and the Cou;icil being fully ad- vised in the matter, Councilman Johanson introduced the following resolution and moved its adoption. RESOLUTION N0. 122 -1962 , A RESOLUTION ORDERING IMPROVEMENT, APPROVAL OF PLANS, AND ORDERING ADVERTISEMENT FOR BIDS WHEREAS, the resolutions of the City Council adopted on the 1st day of March, 1960, the 19th day of April, 1960, and the 7th day of March, 1961, set the date for hearing on the proposed improvements, as specifically noted in the several notices of hearing attached hereto for reference as EX??IBITS "A," and, WHEREAS, all the property owners whose property is liable to be assess - ad-..with the making of these improvements (as noted in said notices) were given ten (10) days published notice of the Council hearings through two (2) weekly publications of the required notices, and the hearings were held and the property owners heard thereon at the hearings, as noted in said notices. NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Fridley, Minnesota, as follows: That the following improvements heretofore proposed by Council reso- lutions are hereby ordered to be effected and completed as soon as reasona ly possible, to -wit: (a) All of the improvements as noted in the notices of hearing on the same as are noted (EXHIBIT "A" in said notices) except (none); , that the work involved in said improvements as listed above shall hereafter be designated as: STREET IMPROVEMENT PROJECT NO. ST 1962 -4 The plans and specifications prepared by the City Engineer, Calvin G. Brown, P.E., for such improvements and each of them, pursuant to the Council resolutions heretofore adopted, a copy of which plans and specifications are hereto attached and made a part hereof, are hereby approved and shall be filed with the City Clerk. The work to be performed under STREET IMPROVEMENT PROJECT N0. ST 1962 -'41 shall be performed under one contract. The City Manager shall accordingly prepare and cause to be inserted in the official newspaper advertisements for bids upon the making of such im- provements under such approved plans and specifications. Tje advertisement shall be published for two (2) weeks (at least 15 days), and shall specify the work to be done and will state that bids will be opened and considered at 12:00 o'clock Noon on the 17th day of September, 1962, in the Council Chambers of the City Hall, and that no bids will be considered unless sealed and filed with the City Clerk, and accompanied by a cash deposit, bid bond, or certified check payable to the City for five percent (5 %) of the amount of such bid. That the advertisement for bids for STREET IMPROVEMENT PRO- ' JECT NO. ST 1962 -4 shall be substantially in form as that noted in Exhi- bit "B" attached hereto for iaference and made a part hereof.
