That Comstock and Davis, Incorporated, Consulting Engineers, are hereby authorized and directed to draw preliminary plans and spec- ifications and to tabulate the results of their estimates of the costs of said improvements, including every item of cost from incep- tion to comp7etion and all fees and expenses incurred (or to be incurred) in connect on therewith, or the financing thereof, and to make a preliminary report of their findings, stating therein whether said improvements are feasible and whether they can best be made as proposed, or in connection with some other improvements ( and the estimated cost as recommended), including also a description of the lands or area as may receive benefits therefrom and as may be pro- , posed to be assessed. 5. That the City Clerk shall act to ascertain the name and address of the owner of each parcel of land directly affected or within the area of lands as may be proposed to be assessed for said improve- ments (and each of t_em); and, upon receipt from said Engineer of the said preliminary report, calculate estimates of assessments as may be proposed relative thereto against each of said lands. 6. That said preliminary report of the Engineer and estimates of assessments of the Clerk, shall be furnished to the Council, and made available for inspection to the oumer of any parcel of land as may be af£ ^cted thereby at any public hearing held relative thereto, as well as at any prior time reasonable and convenient.
