A RESOLUTION DIRECTING PUBLICATION OF HEARING ON PROPOSED ASSESSMENT
ROLL FOR STORM AND SANITARY SEWER IMPROVEMENT PROJECT NO. 24
Whereas, by a resolution passed by the Council on September 19, 1961,
the City Clerk was directed to prepare a proposed assessment of the
cost of Storm and Sanitary Sewer Improvement Project No. 24. -
AND WHEREAS, the Clerk has notified the Council that such proposed '
assessment roll has been completed and filed in his office for public
inspection,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FRIDLEY, ANOKA COUNTY, MINNESOTA, AS FOLLOWS:
1. The City Council shall meet at the City Hall in the City
of Fridley, Anoka County, Minnesota, on the 10th day of
September, 1962, at 8:00 P.M. to pass upon the proposed
assessment for the following named improvement:
STORM AND SANITARY SEWER IMPROVEMENT PROJECT NO. 24
(STORM SEWER PORTION)
2. The City Manager shall publish notices of the time and place
of meeting in the official newspaper of the City, at least ti*
(2) weeks prior to such meeting.

EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF FRIDLEY,
OF A REGULAR MEETING HELD AUGUST 20, 19629 AT 8:00 O'CLOCK P.M., AT THE
CITY %ALL, CITY OF FRIDLEY, ANOKA COUNTY, MINNESOTA.
The matter of the construction of certain improvements, and the
hearings held heretofore on the same were discussed, and Council being
fully advised on the matter, Councilman Johanson introduced the following
resolution and moved its adoption.
RESOLUTION NO. 99 -1962
A RESOLUTION ORDERING IMPROVEMENTS, APPROVAL OF PLANS, AND ,
ORDERING ADVERTISEMENT FOR BIDS (PROJECT - STREETS 1962 -2
SCHEDULE "A" AND SCHEDULE "B").
WHEREAS, the resolution ( #66 -1962) of the City Council adopted the
16th day of July, 1962, set the date for hearing on the proposed improvements
as specifically noted in the notice of hearing attached hereto for reference
as EXHIBIT "A," and,
WHEREAS, all the property comers whose property is liable to be assessed
with the making of these improvements (as noted in said notice) were given
ten (10) days published notice of the Council hearing through two (2) weekly
publications of the required notice, and the hearing was held and the property
owners heard thereon at the hearing, as noted in said notice.

NOWs THEREFORE, BE IT RESOLVED, by the Council of the City of
Fridley, Minnesota, as follows:
1. That the following improvements heretofore proposed by Council
resolution are hereby ordered to be effected and completed as
soon as reasonably possible, to -wit:
(a) All of the improvements as noted in the notice of hearing
on the same as are noted (in Exhibit "A" in said notice)
except (none); that the work involved in said improvements
as listed above shall hereafter be designated as:
STREET IMPROVEMENT PROJECT 1962 -2 - SCHEDULE "A" AND
SCHEDULE "B."
2. The plans and specifications prepared by the City Engineer of
the City of Fridley, for such improvements and each of them,
pursuant to the Council resolutions heretofore adopted, a copy
of which plans and specifications are hereto attached and made
a part hereof' are hereby approved and shall be filed with the
City Clerk.
3. The work to be performed under STREET IMPROVEMENT PROJECT 1962 -2
shall be performed under two separate contracts, Schedule "A" and
Schedule "B."
The City Manager shall accordingly prepare and cause to be inserted
in the official newspaper, advertisements for bids upon the making
of such improvements under such approved plane and specifications.
The advertisements shall be published for two (2) weeks (at least
10 days), and shall specify the cork to be done, and will state that
bids will be opened and considered at 12:00 o'clock Noon, on the
27th day of August, 1962, in the Council Chambers of the City Halle
and that no bids will be considered unless sealed and filed with the
City Clerk, and accompanied by a cash deposit, bid bond, or certified
check payable to the City for five percent (5 %) of the amount of such
bid. That the advertisement for bids for STREET IMPROVEMENT PROJECT
1962 -2A AND 1962 -2B shall be substantially in form as that noted in
Exhibit "B" attached hereto for reference and made a part hereof.

DAY OF AUGUST, 1962.

HELD AUGUST 27, 1962 AT 8:00 O�CLOCK, P.M. AT THE CITY HALL, CITY OF
FRIDLEY, MINNESOTA
Pursuant to due call and notice thereof, a special meeting of the
City Council of the City of Fridley, Minnesota, was dily held at the
City Hall in said City on Monday, the 27th day of August, 1962, at
8:00 o'clock, P.M. ,
The following members were present: Greig, Wolke, Nee and Johanson
and the following were absent: Sheridan
The Clerk announced that the proposed assessment for
REGULAR SEWER & WATER IMPROVEMENT FUND - SEWER MAIN - RICE CREEK PLAZA, N. ADD.
had been filed in his office on the 7th day of August, 19629 and that
notice of a hearing 6n said assessment to be held at the special heeting
of the Council on the 27th day of August, 1962, had been given in the form
and manner as provided by law.- The Clerk presented an affidavit showing
publication of such notice in the official newspaper,, which affidavit was
examined and found satisfactory and ordered placed on file.
The Mayor announced that the meeting was open for consideration of
objections to, the assessment heretofore filed with the City Clerk for
REGULAR SEWER & WATER IMPROVEMENT FUND - SEWER MAIN - RICE CREEK PLAZA, N. ADD.
The Clerk reported that written objections had been filed by the following
persons affecting the following described lots, pieces or parcels of land,

FOR CONSTRUCTION ITEM A. ABOVE:
All of the land abutting upon said streets named above and all
lands within, adjacent and abutting thereto.
All of said land to be assessed proportionately according tb the
benefits received by such improvements.
That the Council proposes to proceed with each of said improve-
ments as separate improvements, except as h:!reafter otherwise provide d
by the Council, all under the following authority, to -wit: Minnesota
Laws 1953, Chapter 398 and laws amendatory thereof, and in conformity
with the City Charter.

Sealed bids will be received, publicly opened and considered by the
City Council of the City of Fridley, Anoka County, Minnesota, at the office
of the City Manager in said city on the 27th day of August, 1962, at 12:00
Noon for the furnishing of work and materials for Street Improvement P roject
1962 -2A.
The project consists cf the following principal items of work and
approximate quantities:
43,000 So. Yds. Bituminous Surfacing
43,000 Sq. Yds. 4" Soil Stabilized Base
23,900 Lineal Feet Bituminous Curbing.
All in accordance with *>lans and specifications prepared by Calvin G.
Brown, P.E., C'ty `'ngineer, Fridley City Hall, 6431 University Avenue North-
east, Fridley, Minneapolis 21, Minnesota, Telephone: 560 -3450.
Plans and specifications may be examined at the Office of the City
Manager, and copies may be obtained for the Contractor's individual use by
applying to the City Engineer and depositing with the City Engineer §15.00
for each set. The deposit will be refunded to each bidder submitting a
bonafide bid upon return of the documents in good condition within ten (10)
days from the bid o -)ening date.
Bids must be made on the basis of cash payment for the work, and
accompanied by a cash deposit, certified c';eck ( on a responsible bank in
the State of Minnesota), or a bidder's bond and made payable without condition
to the City of Fridley, Yinnesota, in an amount of not less than 5% of the
total amount of the bid.
The City Council reserves the right to reject any and all bids and to
waive any informalities in any bids received without explanation.
No bid may be withdrawn for a period of thirty (30) days.
