RESOLUTION NO. 10 - 1996
RESOLUTION APPROVING THE ENVIRONMENTAL ASSESSMENT
WORKSHEET (EAW) FOR THE LOCKE LAKE EXCAVATION PROJECT
NO. 255
WHEREAS, the City and the Rice Creek Watershed District propose to excavate
sediment from the Locke Lake basin in 1996, and
WHEREAS, the City prepared documentation for the work to include an
Environmental Assessment Worksheet (EAW) , Site Disposal System permit, and a DNR
excavation permit, and
WHEREAS, the EAW notification was published in the Environmental Quality Board
(EQB) Review during January 1996 for public comment, and
WHEREAS, the City also published notice of the EAW and project in the Fridley
Focus for public comment, and
WHEREAS, the period for public comment has passed, and
WHEREAS, only three responses were received, one from the Minnesota Historical
Society indicating no historical effect, one from the DNR indicating that an
Environmental Impact Statement (EIS) is not required and one from the MPCA
requesting additional information for the Site Disposal System permit, and
WHEREAS, a response was made by the City to each of the agencies, and
WHEREAS, none of the public comments indicate a need for an EIS, and
WHEREAS, there is no indication of significant environmental effects.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Fridley,
Anoka County, Minnesota, that an Environmental Impact Statement (EIS) is not
required.
BE IT FURTHER RESOLVED THAT, the EAW prepared by the City is approved and the
project is accepted for construction.

FEBRUARY, 1996.
